Summary:   Under general direction, incumbent(s) oversees school bus transportation to include supervising bus drivers, bus assistants, and trainers; developing, implementaing, and evaluating best practices for student transportation; overseeing and developing training programs; communicating with parents, students and District personnel; planning and organizing staff meetings; and assisting with the development of the transportation handbook.  In addition, incumbent(s) maintains transportation records, attends staff meetings, and serves as a reserve bus driver.

 

Essential Functions:

 

  • Supervises bus drivers, bus assistants, and trainers to include determining workloads, establishing work schedules, monitoring work performance, approving leave, recommending new hires and terminations, training of bus-related procedures and practices, conducting performance evaluations, resolving staff conflicts, and ensuring efficiency and effectiveness of student transportation.  Maintains records of required transportation employee files.

 

  • Oversees school bus transportation by identifying needs, creating best practices, evaluating progress, and communicating progress reports to the Director of Transportation.  Collaborates with transportation personnel to make certain transportation routes are accurate, safe, and efficient, drivers follow assigned routes, buses and drivers are adequately assigned to activity and field trips, and buses are maintained.  Ensures accommodations are met for special education students.
  • Observes bus drivers on road safety, emergency responses, bus maintenance, student discipline, and driving techniques.  Takes random bus rides and visits bus stops and schools to ensure student transportation meets the department objectives.  Observes bus assistants on student management, receiving, and discharging student safety techniques at student stops.  Reviews videos from buses when issues arise and on general terms to ensure transportation practices are in compliance.
  • Communicates with parents, students, staff, and transportation employees. Answers questions and provides direction on emergency situations and engages in conflict resolution.  Attends meetings with parents, principals, transportation employees, and students regarding special education accommodations and behavior problems related to school bus transportation. 
  • Reviews and oversees implementation of student discipline in regards to the transportation department.  Instructs bus drivers and assistants in child management, behavior, and discipline. 
  • Maintains transportation files and records such as equipment required for special needs students, special events, bus driver test results, incident reports, contracts, scheduled routes, payroll and drivers.  Oversees route bid process to include making recommendations to the process.  Maintains records of telephone inventory and other electronic devices used for school bus transportation. 
  • Assists with the development of the transportation handbook to ensure compliance with current laws regarding transportation regulations and procedures and to provide information regarding department operations and practices.  Oversees insurance paperwork, seating charts, and emergency procedures are current and located in all buses.
  • Oversees training and testing for new and continuous drivers on driving techniques, state laws, emergency procedures, administering CDL road tests and First Aid/CPR tests; training and testing for assistants on student management, receiving/discharging student techniques, district rules and regulations, emergency responses, and evacuations.  Directs trainers on training needs.
  • Plans, organizes, and presents safety meetings and trainings.  Monitors drivers for proper pre-trips, mileage reports, work orders, bus violations, and legal bus stops.  Coordinates required transportation emergency drills with school principals, transportation personnel then reports status to Department of Public Safety (DPS).  Maintains citations and accidents and completes required forms from drivers.
  • Attends professional development meetings to stay current with updated transportation functions and procedures. Creates and distributes manuals to ensure compliance with current laws.  Conforms and provides in-service training for bus drivers and assistants on new information about state laws and regulations regarding school bus transportation.  Meets with Human Resources and Risk Management to develop and implement risk management procedures.
  • Serves as a reserve bus driver to include transporting students to and from school, conducting pre-trip inspections of buses, ensuring buses are safe and presentable, maintaining discipline, and preparing incident documents when appropriate.  Inspects and makes minor repairs of the bus and attends conferences regarding bus incidents. 
  • Performs other duties as required.

 

Required Qualifications:

 

To be eligible for this position, an applicant must meet the following required qualifications.  Verification of these required qualifications is necessary.

 

  • High School diploma or equivalent (G.E.D.) prior to being hired;
  • Two years of school transportation experience;
  • Two years of school bus driving experience;
  • Possession of valid Arizona Department of Transportation Commercial Driver’s license (CDL) with a passenger and school bus endorsement.

 

Preferred Qualifications:

 

It is preferred that applicant possesses the following preferred qualifications; however, the following qualifications are not required to be eligible for this position.

 

  • Two years of supervisory experience;
  • Bachelor’s degree in Business Management or related field.

  • Engaging and encouraging communication skills while interacting with supervisors, staff, students, etc. to exchange information.
