The incumbent of this position functions as a IT Program Portfolio Manager with responsibility for planning, developing, and implementing projects as part of a comprehensive modernization program for the Department of Digital Modernization.

The IT Program Portfolio Manager is charged with,

  • Advancing a culture of disciplined project / portfolio management and adoption of industry standards balanced against innovation and experimentation for digital transformation.
  • Serving as an advisor to the Director, Project Management Office in matters related to trends in portfolio / project management, particularly as related to System Development Life Cycle management for information technology, project / program planning, budgeting, contracting strategy and vendor management.
  • Serving as a department expert and authority on a variety of matters related to IT portfolio management, technology trends and innovation, planning, budgeting and vendor management.
  • Serving as a principal coordinator for IT modernization initiatives and will be expected to manage one or more projects within a portfolio and maintains awareness of all internal and external priorities and constraints. The IT Program Portfolio Manager will be expected to coordinate all aspects of project / program management to include technology assessments, budgeting, planning, acquisition management and measures of performance.

Minimum Qualifications :

Graduation from an accredited college or university with a Bachelor's degree in Computer Science, Business Administration, Mathematics, Engineering or related field. Minimum of ten (10) years demonstrated successful large scale IT program management experience. Must have formal training and experience in Project Management, estimating, cost and schedule management, variance reporting and electronic project management tools; e.g., Primavera, MS Project, project Scheduler or equivalent.

Or an equivalent combination of post-high school education and fourteen (14) years of progressively responsible IT program management technical and professional experience in a large IT organization. Must have a proven track record in managing a successful large enterprise system implementation project and formal training and experience in Project Management, estimating, cost and schedule management, variance reporting and electronic project management tools; e.g., Primavera, MS Project, project Scheduler or equivalent.

Job Summary / Duties :

This is a senior level professional, technical, administrative and managerial position requiring effective and efficient overall department program management for diverse, complex Information Technology (IT) programs. The incumbent serves as the reporting supervisor for other Washington Metropolitan Area Transit Authority (WMATA) employees and the Contracting Officer¿s Technical Representative (COTR) for contract support. This position is responsible for management, oversight and coordination of the entire scope and all phases and software development life cycle (SDLC) of multiple, diverse complex programs; ensuring completion within budget and on schedule. The incumbent may manage client relationships; develop project scopes; determine implementation of programs or services via in-house staff or outsourcing; evaluate and select vendors; negotiate resource effort; develop and maintain schedules and budgets; identify, manage and mitigate risks; conduct and manage quality control; develop, manage and report performance metrics; assign, direct and manage work to WMATA employees, contractors and cross-functional teams; and provide professional, technical and quality direction and guidance. Assigned programs are high profile with substantial political interaction and public scrutiny. The incumbent must demonstrate a high degree of creativity and mature judgment in planning, organizing, coordinating, communicating, and managing diverse, complex IT programs.

Performs all project management processes for diverse complex IT programs; i.e., initiating, planning, executing, monitoring and closing process groups.

Develops, recommends for approval, manages and adheres to project schedules, estimates and budgets that are complete, realistic, and fully meets program goals.

Provides program management coordination and controls consistent with project and operational needs.

Develops and manages detailed program management plans that define key activities, deliverables, timelines, and resource requirements to achieve program objectives.

Prioritizies projects and work based on risk, funding, and organizational strategic plans; manages in-house staff, contracting staff, project teams and any combination of work to faciliate the delivery of complex IT projects and programs.

Conducts full software development life cycle program process management, including requirements definition, fit / gap analysis, design, configuration, development, interfaces, testing, data conversion, cutover, communications, training, rollout, post implementation support and new release management. Assigns work and manages program and cross-functional teams comprising WMATA employees and / or contractors.

Ensures clear and concise requirement definitions are incorporated into system design.

Oversees change requests from original design specifications.

Identifies and partners with both internal and external WMATA program stakeholders.

Conducts research and prepares recommendations for complex program management problems.

Conducts risk analysis and develops and manages mitigation strategies.

Develops and cultivates relationships with cross-functional program team members and works closely with business and operations partners to ensure acceptance, quality, and integrity of program goals and inititives.

Conducts ¿Make¿ or ¿Buy¿ decisions at both the operational and strategic levels as they apply to IT service delivery models.

Assesses variables including but not limited to costs; benefits; program or service availability and capacity; current and future organizational structure; policies, procedures and government regulations; competing firms and alternative sources of supply; market trends; risks; skills and expertise; quality, reliabilty and flexibility; innovations; and control considerations.

Makes and approves determinations whether programs or services should be performed in-house (internally to WMATA) or via outsourcing (buying externally from a source outside WMATA).

Develops statements of work (SOW), evaluates proposals and conducts vendor selections.

Serves as Contracting Officer¿s Technical Representative (COTR) monitoring contract compliance.

Negotiates critical and controversial issues with senior WMATA staff, offices of other organizations, companies and representatives of State, Local and Federal Governments.

Monitors program results against technical specifications and performance measures and adjusts accordingly.

Communicates plans, status, and issues to senior level management, steering committees and other committees as required.

Develops and manages performance metrics; prepares and presents team and executive performance management and status reports.

Defines, coordinates and manages user training for new applications or modifications as required.

Develops, coordinates and manages implementation of change management, communications and training plans and activitites.

Conducts ongoing program status meetings with staff.

Ensures program management of project closeout to include coordination and completion of all technical, operational, procurement and budgeting tasks.

May supervise subordinate staff; recommends applicant selection, disciplinary actions, and resolution of grievances; assigns duties; directs work; conducts performance evaluations; approves leave requests and timesheets; and ensures appropriate subordinate training is provided.

Responsible and accountable for developing and submitting a realistic and reasonable project budget and for issuing appropriate progress reports as required to record the project¿s advancements or delays. The report shall include a register of completed tasks, all payments issued and any problems causing delays, redirection of focus or that impacts project delivery timeline or strategy. A progress report will be provided to OMBS as well as the program¿s front office (ELT member) as required.

Responsible for cost allocation to appropriate projects and for the timely and accurate review and approval of applicable invoices.
