WMATA is seeking a skilled and motivated Manager to oversee the day-to-day operations of Crime Analysis and Police Records. Minimum Qualifications
Education
- A Bachelor's Degree in Law Enforcement, Police Science, or related field
Experience
- A minimum of four (4) years of experience in compiling and analyzing statistical data and preparing related reports in a police operations or other law enforcement environment, including a minimum of one (1) year of supervising a similar function.
Certification/Licensure
- Possession of a valid District of Columbia, Maryland and Virginia motor vehicle operator's permit issued from jurisdiction of residence or the ability to acquire one on a timely basis.

Job Summary:
The Manager, Crime Analysis/ Police Records is responsible for reporting directly to Federal Bureau Investigation (FBI), Transportation Security Administration (TSA), Federal Transportation Administration (FTA), and Department of Homeland Security (DHS), all analysis with respect to suspicious activity, which is reported on a national level. The work requires expertise of crime analysis with expert knowledge of mainframe computer databases to ensure Authority information is controlled and retains integrity. The incumbent maintains terrorism related databases to track suspicious activities, manages the day-to-day operations of Crime Analysis Division, ensuring efficient interaction with National Operations Center (NOC) to provide timely assessments, responds to requests for information, and the dissemination of warning and non-warning products. The incumbent will experience delegation of responsibility to participate in conferences, seminars, committees and meetings on behalf of the Police Chief. The Manager, Crime Analysis/ Police Records has extensive latitude for independent judgement and action, with responsibility for developing internal procedures, producing statistical reports, and generally supporting the work of the Bureau. The Manager plans and coordinates work efforts independently and reports progress and major developments to the Deputy Chief, Administrative Services Bureau.
Essential Functions:
- Manages the day-to-day operations of Crime Analysis/Police Records, ensuring efficient interaction with NOC to provide timely assessments, responses to requests for information, and the dissemination of warning and non-warning products.
- Administers all Metro Transit Police event reports, to include accountability, accuracy, storage, retrieval, and classification of incidents, both criminal and non-criminal.
- Performs the staff review function of the Department. Is responsible for reviewing all offense reports, incident reports, and criminal/civil citations for accuracy prior to being distributed to the accountable police agency. Ensures elements of reported crime match or support the offense classification.
- Supervises subordinate staff to include recommending application selection, disciplinary actions, and resolution of grievances, assigning duties, and directing work, approving leave requests and time sheets, and ensuring appropriate subordinate training is provided.
- Monitors training and instruction of subordinates. Conducts performance appraisal planning and monitoring, and provides feedback to subordinates.
- Supervises the coding and input of all police data into the FBI National Incident Based Reporting System (NIBRS). Compile date from varied sources; determines the proper classification to ensure accuracy of tabulations and usefulness of results.
- Compiles and prepares statistical and narrative reports that require in-depth analysis to be completed to ensure inclusion and proper presentation of adequate and proper crime data. Verifies information collected.
- Performs computations on the data collected and develops formats for clear and concise presentation of data, either in written form or utilizing computer generated printouts.
- Compiles and maintains all statistics relating to police service requests, the issuance of traffic infractions, summonses, citations for violations of law, and miscellaneous regulations of the various signatories.
- Is responsible for maintaining the statistical data required in the FTA-mandated System Security Program Plan. Maintains a file on FTA-mandated requirements for all WMATA property destroyed or damaged.
- Serves as Records Liaison Officer (RLO) with responsibility for the collection, preservation, retrieval, and disposition of all MTPD police records in accordance with the policies and procedures of the Authority.
- Is responsible for standards reviews and methodology of obtaining statistical information and performing analysis as required by the Metro Transit Police, jurisdictional, and FBI NIBRS¿s guidelines.
- Prepares reports, including a monthly compilation of a wide variety of standard police statistics; specialized data such as status of offenses as to closure, arrests, and officer activities; historical statistics related to the Transit Police; and as required, other correspondence.
- Prepares and submits monthly and annual FBI NIBRS crime statistics, COG and FTA crime data, and Goal reduction reports.
- Analyzes data to project crime patterns, crime series, or modus operandi to target areas for deployment of personnel on a timely basis in order to prevent offenses or apprehend suspects. Provides graphic statistics depicting crime patterns.
- Responds to court subpoenas, as the custodian of Transit Police records, providing documentary information, or testimony to the court, when requested by WMATA General Counsel.
- Serves as MTPD coordinator with ITSV personnel in the development, maintenance, and enhancement of software, as well as the resolution of problems involving computerized data.
- Provides liaison function, as contact person, with other police agencies. Provides statistical and other information relative to offenses, arrests, and enforcement of regulations.
