Job Description

Real Estate Project Manager Marketing Statement:

The Washington Metropolitan Area Transit Authority¿s Office of Real Estate & Development is seeking a dynamic Real Estate Project Manager to lead site planning efforts on a portfolio of Metro-owned properties to advance the transit-oriented development goals outlined in the 2022 10-Year Strategic Plan for Joint Development. This position supports planning and implementation of modifications to Metro¿s transit facilities that optimize private development opportunities and increase ridership and revenue for Metro. This position coordinates extensively with internal and external stakeholders to determine transit needs, resolves conflicts that impact the transit facilities or operations throughout the design process, and works closely with the development transaction team to obtain internal development plan approvals.

The ideal candidate will have progressively responsible experience in project management with technical experience focused on site planning that incorporates transit needs. Background in urban planning, transit and transportation planning, site planning and design, placemaking, urban design, and general knowledge of factors influencing real estate development and structural and civil engineering is preferred. Excellent written and verbal communication skills and strong organizational and creative problem-solving skills are essential to success in this role.

Minimum Qualifications

Minimum Education

  • Bachelor's Degree in Urban Planning, Transportation, Engineering, Architecture, Business Administration, Public Administration, or a related field.

Minimum Experience

  • A minimum of five (5) years of progressively responsible experience in transportation/transit planning, urban planning or design, real estate development, civil engineering, and/or project management, to include previous project management and consultant management experience.
  • Excellent project management, communication, and stakeholder and consultant management skills

Minimum Certification/Licensure

  • N/A

Preferred Qualifications

  • Master's Degree in Urban Planning, Transportation Engineering, Architecture, Business Administration, Public Administration, or a related field.
  • PMP, AICP, PTP or related certification are a plus.
  • Background in urban planning, site planning and design, placemaking, urban design, and general knowledge of factors influencing civil and structural engineering, and real estate development

Summary

The Real Estate Project Manager manages transit and site planning activities on WMATA-owned property that advance the transit-oriented development goals outlined in WMATA¿s 10-Year Strategic Plan for Joint Development. The incumbent supports planning and implementation of modifications to WMATA¿s transit facilities and site infrastructure that optimize private development opportunities and increase ridership and revenue for Metro. Planning activities include right-sizing and reconfiguring bus loops, Kiss & Rides, Park & Rides, and Bike & Rides that improve customer access to Metrorail stations while enabling transit-oriented development opportunities. The incumbent coordinates extensively with internal and external stakeholders to address technical feasibility issues and resolve conflicts that impact the transit facilities and their integration with future private development.

Essential Functions

Principal Job Duties

  • Leads planning and preliminary due diligence that support future joint development at a portfolio of Metro stations including feasibility studies, site planning, transit facility planning, conceptual building layouts, multimodal access and circulation and surveys. Manages day-to-day coordination of planning activities including consultant deliverables and collaborates closely with the joint development transaction team and Metro transit planners throughout the life cycle of the project.
  • In coordination with internal stakeholders (Bus Planning, Parking, Station Planning) and consultant support, analyzes current and future transit needs and recommends transit facility changes. Advocates for creative approaches to transit planning and negotiates solutions that meet objectives in the Station Area Planning Guide that integrate facilities with private development.
  • Reviews transit facility designs as part of joint developer¿s preliminary and concept plan submissions and coordinates input from other WMATA departments and resolution with developer up to 30 percent concept design approval. Serves as the Office of Real Estate¿s representative for the remaining design submissions through construction documents.
  • Oversees public hearings and related reports in support of Board approval of transit facility changes. Documents transit and technical requirements for development partners and supports negotiations of design support and project coordination agreements.
  • Procures and manages consultants, including developing scopes of work and budgets and contract management (invoice approval, monitoring budgets, schedule, allocating costs to appropriate projects). Oversees quality and effectiveness of consultant deliverables and project schedule.
  • Develops an adept understanding of the Station Area Planning Guide, Joint Development Policies and Program Guidelines, WMATA Manual of Design Criteria, and Adjacent Construction Project Manual to apply during planning and implementation activities and to guide consultant work. Gains familiarity with transit facility planning methodologies and ongoing authority-wide transit operations considerations.
  • Works closely with the Program Manager to coordinate with local, state, and federal agencies, and community groups to ensure transportation and land use plans in the region support transit and transit-oriented development.
  • Represents WMATA at high profile and politically sensitive external meetings and supports responses to inquiries from and presentations to federal, state, regional, and local government officials, Board of Directors and the public.

Other Duties

  • Develops recommendations, presentations, and analyses, as needed, to inform priorities and decision-making by executive leadership.
  • Performs a wide range of other real estate, land use, transportation, urban planning, and policy tasks including conducting detailed data collection/analyses, zoning evaluation, multi-modal and environmental evaluations, developing detailed project and program plans, and supporting WMATA stakeholders as needed during developer entitlements and permitting.
  • Contributes to updates to policy documents, technical documents, standard operating procedures, and other departmental guidelines.
  • Assists in the development, implementation, and oversight of departmental policies, procedures and policy instructions, regulations, goals, long-range strategies, and outreach initiatives. Examples include updates to the WMATA Parking Master Plan, Station Area Planning Guide, and the 10-Year Strategic Plan for Joint Development.
  • Participates on developer selection panels to evaluate developer responses to Joint Development solicitations.
  • Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
