DutiesA GS-0301-11, COMMAND PROGRAM SUPPORT SPECIALIST:

  • Provides executive level support in planning, formulating, coordinating and implementing ARNG programs within the Command Administrative Officer's areas of functional responsibility. Conducts research and analysis of regulatory data regarding command structures, state level authorizations, organizational and program responsibilities, and provides pertinent advice and assistance to subordinate command activities as required. Serves as a point of contact (POC) on State Headquarters ARNG staff activities and field organizational elements.
  • Administers the State Internal Control Program and monitors implementation and execution of other state level programs as assigned. Analyzes program effectiveness, identifies problematic areas, requests operating level input, develops and makes recommendations to the CAO for program revision or improvement. Ensures resolution of recurring problems through coordination with operating managers and staff officers. Acts as special project officer when designated as such by CAO or the Adjutant General. Identifies and initiates new projects as required to manage and oversee assigned programs. Attends meetings and/or special conferences as CAO representative and may act as a working member on special councils, contracting and financial boards, readiness committees, etc., and functions as the public relations POC for the Command Administrative Office.
  • Reviews, analyzes and coordinates, as necessary, on a variety of recurring surveys and reports accomplished by key staff members such as USP&FO Management Analysts (Analysis and Internal Reviews), Budget Analyst (Financial and Fund Status Reports), Program Analyst (Readiness Reports, Equipment Status and Unit Reports), and Mobility Planner (Mobilization Plans and Mobility Exercise Reports). Collects and researches background information, reviews applicable guidance, collaborates with higher headquarters, determines available management options, and presents alternative actions/solutions to the CAO to provide command level support to the Command Administrative Officer in managing or directing various Army National Guard programs.
  • Drafts supplemental regulations, policies, guidance, publications, and comprehensive reports which may include statistical data and evaluations. Gathers and examines pertinent data to develop technical correspondence to include response to congressional inquiries or special requests from higher headquarters.
  • Schedules and participates in internal management evaluations and inspections of ARNG units to ensure and maintain regulatory compliance with governing directives. Conducts special investigations of unusual incidents as required and develops comprehensive reports of findings.
  • Other duties as assigned.

Military Grades: E5-E9; WO1-CW4; O2-O4

Compatible Military Assignments: IMMATERIAL

  • Applicants need not be assigned to the position or possess the MOS to apply or be considered for selection. Selected applicant must be assigned to a compatible Military position and attain MOS within 1 year of appointment action.
  • Participation in direct deposit is mandatory.
  • All soldiers, civilian employees, and contractor employees who drive Army-owned or leased vehicles must complete the Army Avoidance Course (AAC) training when they start working for the Army. Must have a valid Washington state and military driver's license. Must be able to obtain a Government Travel Card (GTC) and be able to attend all schools deemed necessary by the supervisor.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Must maintain membership in the WA Army National Guard for continued employment.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Position requires ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • May occasionally be required to work other than normal duty hours; overtime may be required.

Specialized Experience

Must have at least 36 months experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.

Substitution Of Education For Specialized Experience

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

In addition, completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for 2 months of specialized experience

  • Military Technicians are ineligible for enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position will terminate these incentives.
  • Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician.
  • Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709 (f).
