DSHS ALTSA HCS Public Benefits Specialist 4

Home and Community Services is a division of the Aging & Long-Term Support Administration (ALTSA), and promotes, plans, develops, and provides an array of long-term services and supports to people who have disabilities, are seniors, or have caregivers to maximize their independence, dignity, and quality of life. ALTSA is looking for a Public Benefit Specialist 4 to join their team.

The hybrid opportunity may be located in Pierce, Thurston, Grays Harbor, Clallam, or Kitsap county.

Pierce County employees are eligible to receive an Orca Card for transportation needs.

Some Of What You Will Do

  • Determine and re-determine ongoing eligibility for Long-Term Services and Support programs, as well as medical, cash, and food programs working within time frames and deadlines dictated by state and federal program requirements
  • Accelerate eligibility in emergent situations such as expedited food assistance, facility closures, and hospital discharges
  • Conduct intensive in-person and telephone interviews with the client, client representatives, attorneys, and guardians
  • Analyze and verify complex written and oral information and legal documents received
  • Interpret the Washington Administrative Code, Revised Code of Washington, procedural manuals, policies, and policy clarifications
  • Provide professional case management for a broad range of individuals seeking long-term services and support
  • Act as a source of information for internal and external social workers, medical providers, guardians, authorized representatives, and attorneys
  • Provide information and assistance to the community regarding HCS programs and how to access them. Direct them to the appropriate person or agency for inquiries or problems that fall outside the area of financial eligibility
  • Input and receive data using multiple automated systems: statewide asset verification and real property database to analyze the impacts of real property transfers, quit claims, and sales
  • Recognize and recalculate incorrect payments of cash benefits, food benefits, medical assistance, and Long-Term Services and Supports and respond to case audits and make corrections as needed
  • Other duties as assigned

What We're Looking For

  • Knowledge of department rules and requirements governing the administration of long-term care programs administered by HCS
  • Knowledge of math and spelling basics with the ability to apply mathematical principles
  • Ability to travel to mandatory trainings and meetings
  • Ability to apply advanced interviewing techniques
  • Ability to learn and adapt to frequent policy and procedure changes

Who should apply

A Bachelor’s degree or Master’s degree

AND

Twelve months of experience as a Public Benefits Specialist 3

OR

A Bachelor’s degree or higher AND twelve months of experience as a Public Benefits Specialist 2 determining eligibility for long-term care services

Equivalent education/experience: examining/processing loan applications, medical insurance or rehabilitation claims, unemployment insurance claims; or providing staff support in financial eligibility determinations will substitute year for year, for education and experience;

Out-of-state experience conducting financial eligibility determination for public assistance that includes cash, medical, and food stamp programs will be considered towards experience

  • Ability to communicate effectively with people in diverse or difficult situations, including calming others, working with people who have communication challenges, assisting underserved populations, and discussing confidential and unpleasant options, in person and over the phone
  • Ability to analyze and work with complex situations to include technical regulations and procedures
  • Ability to prioritize and perform multiple tasks with numerous interruptions
