About the Division
The accounting and budget team oversees controlling and administering of the fiscal activities, cash management, and accounting reconciliation functions of the Washington Student Achievement Council in accordance with Generally Accepted Accounting Principles (GAAP), State Administrative and Accounting Manual (SAAM), and Federal requirements.
About the Position
The Fiscal Specialist 1 is an integral part of the accounting team and supports the accounting staff by ensuring the daily cash receipts are recorded, entered, and uploaded using Financial Toolbox, and filed into our electronic file repository (LaserFiche). Handling agency purchasing requests, placing orders for office furniture, ordering, and maintaining supplies for the agency.
Duties
Some of what you will be doing.
- Process daily deposits, including bank cards. Inform appropriate employees and agencies of the cash receipts in accordance with SAAM and internal control procedures.
- Prepare, compile, and provide a deposit spreadsheet with accurate information.
- Perform a variety of tasks in Washington State Agency Financial Reporting System (AFRS)
- Process and mail warrants and related documents to vendors, employees, and students.
- Record warrant cancellations and Statute of Limitations (SOL) warrants.
- Reconcile assigned general ledger accounts.
- Custodian of the accounting purchase and travel cards.
- Process EFT reversals.
- Match warrant registers to payments batches in LaserFiche.
- Assist with ACFR year-end accruals.
- Update procedures and policies pertaining to the Fiscal Specialist 1 desk.
- Provide exceptional customer service to both internal and external customers.
- Provide administrative support to the accounting and budget unit.
Qualifications
Required Education and Experience
- High school diploma or GED certificate.
- At least two years of experience working in a business or accounting field.
- Demonstrated proficiency in MS Word and Excel.
- Ability to multi-task, prioritize work and complete in an accurate and timely manner.
- Ability to create and maintain a desk manual with procedures that are written in plain talk.
- Demonstrated ability to streamline processes while following proper procedures.
- Ability to work independently and as part of a team.
- Ability to prioritize workload and projects to ensure tasks are performed in accordance with predetermined deadlines.
Preferred/Desired Education, Experience and Competencies
- Fifteen quarter hours or two semester hours of college-level accounting or bookkeeping.
- Ability to navigate in Outlook, Excel, AFRS, Enterprise Reporting, Financial Toolbox, and the Treasury Management System (TM$).
- Ability to create and/or maintain a desk manual of accounting procedures.
- Ability to understand and utilize the correct agency coding structure.
- Ability to locate and interpret information in SAAM and purchasing manual.
