SUMMARY DESCRIPTION

Under administrative direction of the Director of Student Accounting, supervises all phases of the design, planning, implementation, and ongoing support of all modules in EdPlan throughout the Washoe County School District. The position will take a leading role in change management efforts during the implementation of the EdPlan system by identifying process changes and improvements associated with the EdPlan system. This position will oversee ongoing development of the modules to ensure continuity, compliance with state and federal guidelines, and ensure that stakeholder feedback and requests are aligned with the needs of the District. Stakeholders from other departments will collaborate with the EdPlan Project Analyst to identify the necessary changes to the processes and operations as it relates to all modules encompassed in the EdPlan system. The incumbent must possess strong communication and project management skills in leading organizational changes and user adoption as well as overcoming potential resistance and inertia in implementing changes to longstanding processes and procedures. The EdPlan Project Analyst performs a lead role in managing the implementation and continuous monitoring of the large and complex multi-module system across various departments in support of the Washoe County School Districts Strategic Plan. The incumbent must possess the ability to analyze the data within the EdPlan system modules to identify areas of professional development and improvements needed in the system modules. Supervises staff as assigned. This role is key in ensuring that the district-wide multi-module usage of EdPlan is seamless and minimizes end user impact to daily function.

This position will provide subject matter expertise in the following functional areas across the Information Technology domain :

  • System Testing
  • Vendor Interfaces

ESSENTIAL DUTIES AND RESPONSIBILITIES

Project Activities to include any or a multitude of the following across the System Implementation Lifecycle :

  • System Design for all current and future EdPlan Modules
  • Organize and identify clear workflows for all EdPlan Modules, ensuring each module has identified all areas for improvement and enhancement.Collaborate with internal and external project stakeholders.
  • Ensuring the security of sensitive student data and compliance with data protection regulations.
  • With all new and future EdPlan Modules. identify, schedule, and communicate project deliverables, milestones and required activities and tasks.
  • Prepare and / or review vendor contracts and other associated documents.
  • Ensure all end users are captured through use of automatic and manual user files, mitigating risks related to unauthorized access to all EdPlan Modules.
  • System Configuration
  • Oversee system configuration pilot sessions to showcase functionality during build-out.
  • Collaborate with other District stakeholders to ensure that the departments have the required data and educational forms within the modules.
  • Collaborate with other District stakeholders to ensure that all modules have continuity for future billing within Medicaid Expansion
  • Provide oversight of development and ongoing maintenance of compliance checks for each module.
  • Collaborate with District stakeholders to ensure that all student records are syncing as expected to the electronic student record.
  • Provide oversight and troubleshooting when there is a break in records syncing
  • Continuous oversight of nightly data import of student data to ensure accuracy of syncing data
  • Report syncing errors to District and outside stakeholders.
  • System Testing
  • System Integration Testing - system testing as a technical resource working through system integrations including external interfaces and automated workflows.
  • User Acceptance Testing - system testing as an end user during the final stages of testing prior to Go-Live to simulate real-world production environment.
  • End User Training
  • Collaborate with a variety of District stakeholders to develop, design, and continuously update Training Plans for all EdPlan Modules (curriculum, resources, materials, etc.) to represent the interests of the end user community..
  • Notify all District stakeholders and departments of expected changes and updates to the system.
  • Update training guides for all training modules in EdPlan to reflect any updates and changes to the system.
  • Collaborate with District stakeholders to develop training modules for all EdPlan modules.
  • System Implementation and Continuous Monitoring Tasks
  • Organize outside stakeholders to develop a comprehensive support system implementation district wide, including Helpdesk Support for ticket management.
  • Management and oversight of the EdPlan Helpdesk support for end-users.
  • Management and oversight of the various workflows in all modules to ensure compliance and positive end user functionality.
  • Develop, test, and implement high-level reports for all EdPlan Modules that will allow District Stakeholders to ensure compliance.
  • Work with District stakeholders and outside vendors to ensure that student records are syncing to the electronic student file as expected.
  • Assign duties, responsibilities and monitoring of all EdPlan modules to personnel and monitor progress.
  • Performs other duties as assigned.
  • MINIMUM QUALIFICATIONS

    Education / Experience : Any combination of education and experience that could likely provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be :

  • Education : Coursework from an accredited college or university in engineering, computer science, business, communications, or related field.
  • Experience : Minimum of Four years of experience with EdPlan or similar web-based student system; Previous experience as a lead with a system-wide implementation of a district-wide web program
  • PREFERRED QUALIFICATIONS

    High level experience in Excel, Access, and Word is desirable

    Knowledge of / Skill in / Ability to :

  • Ability to understand vendor-provided databases and be able to complement those databases with additional tables, views, functions, stored procedures, queries, and reports in order to enhance or improve functionality for the district
  • Estimating, budgeting, and resource planning;
  • Managing several transformative projects from conception through implementation;
  • Ability to communicate and interpret vendor or user requirements into functional solutions.
  • Monitoring project progress and in quality assurances of deliverables and documentation;
  • Verbal and written communication; contract administration; advanced planning; organizing; public speaking;
  • Setting priorities and coordinating the activities of others; establishing and maintaining effective working interpersonal relationships with a variety of people; staff supervision, discipline and administration.
  • Computer usage and its applications for planning / design project management, spreadsheet management and database management.
  • Licenses / Certificates : Possession of or ability to obtain a State of Nevada driver license with a driving record acceptable to the District;
