Position Summary:
The Building Trades Program Manager plays a critical role in overseeing and reporting on financial expenditures, contract compliance, and cost forecasting for special projects. This position ensures budget alignment with trade union contract agreements, tracks expenditures during building trade instructor training, and supports operational efficiency. Additionally, the role proactively identifies opportunities for cost savings and increased profitability within programs, ensuring long-term financial sustainability. The position requires expertise in financial management, contract oversight, payroll administration, and third-party project coordination.
Key Responsibilities:
Financial Planning & Budget Management:
- Develop and maintain financial tracking systems for program budgets, ensuring expenditures align with approved trade union contract agreements.
- Support cost forecasting for special projects, including construction projects, instructor training, and building trade partner unique requests.
- Identify areas for cost reductions and financial efficiencies in program operations, including contract negotiations and process improvements.
- Track and analyze all expenditures during building trade instructor training, ensuring financial accuracy and alignment with contract stipulations.
Payroll & Faculty Expenditure Oversight:
- Manage building trade faculty payroll processes, ensuring compliance with trade union contracts and college policies.
- Tracks all faculty expenditures during instructor training sessions.
- Work with HR and finance departments to ensure payroll accuracy and resolve discrepancies related to faculty compensation.
- Identify opportunities to streamline payroll processes and reduce administrative overhead costs.
Contract & Project Cost Oversight:
- Monitor and manage contracts related to equipment procurement, facilities maintenance agreements, and vendor services.
- Ensure cost tracking for special projects aligns with budget forecasts and institutional policies.
- Conduct contract evaluations to identify cost-saving opportunities and work with Dean of Skilled Trades to negotiate improved terms with building trade partners.
Facilities, Equipment & Special Projects Management:
- Report on equipment purchases, maintenance schedules, and third party facility service agreements.
- Assist in the financial planning and execution of special projects, ensuring adequate profitability.
- Work closely with program leadership to ensure project costs remain within projected budgets and meet operational needs.
- Analyze equipment and facility expenses to identify areas where costs can be reduced without sacrificing program quality.
Minimum Qualifications:
Qualifications:
- Bachelor’s degree in Finance, Business Administration, Project Management, or a related field (Master’s preferred).
- 3-5 years of experience in budget management, financial forecasting, and contract oversight.
- Experience working with trade union agreements.
- Excellent analytical, organizational, and problem-solving skills to manage complex budgets and project costs.
- Strong communication skills with the ability to interact effectively with faculty, finance teams, trade union representatives, and external partners.
- Ability to identify cost-saving strategies and financial efficiencies within program operations.
Preferred Qualifications:
Preferred Experience:
- Familiarity with trade union payroll structures and instructor training programs.
- Experience working with in a higher education environment.
- Experience in financial modeling and cost-benefit analysis to support decision-making.
