What are the responsibilities and job description for the Accounting Manager position at Waupaca County?
This position works under the direct supervision of the Assistant Finance Director.
Responsible for knowledge of accounts payable, accounts receivables and cash receipting processes and procedures; ongoing monitoring of these areas for accuracy, timeliness, and proper separation of duties to safeguard County fiscal interests.
Oversees the accounts payable and expenditures of the department and is responsible for ensuring accuracy and timeliness.
Responsible for coordinating the cross training of staff to provide adequate back-up for fiscal operations.
Responsible to work with department staff to identify and implement process changes by resulting in organizational efficiencies.
Responsible for training and support staff in the department to use technology and programs to maximize efficiencies and technologies.
Coordinates with Department of Human Services and Health Services managers and prepares purchase of service contracts.
Prepares standard and recurring entries, including Department of Human Services and Health Services monthly entries, for reporting.
Maintain grant accounting processes, procedures, and reporting.
Maintain general ledger accounts for all grant revenue and costs.
Maintain knowledge of all grant programs awarded to the County.
Responsible for tracking the County’s grant awards, and annual preparation of the Schedule of Expenditures of Federal and State Awards.
Responsible for tracking and reporting allowable expenditures to appropriate granting agency.
Assist grant program manager to determine allowable costs associated with grant award.
Coordinate with Department of Human Services and Health Services managers as needed to aid in decision making in a timely and professional demeanor.
Provides support and assistance to the Assistant Finance Director including gathering information for audit and budget purposes, monthly and annual reporting, and time reporting maintenance.
Responsible for the supervision, evaluation, performance management and development of assigned county staff.
Participates in the interview and selection process for assigned positions.
Attends regional and local meetings and trainings to build knowledge and skills that would be beneficial to the department and the County.
PERIPHERAL RESPONSIBILITIES:
Responsible for back-up and assistance to Accounting Manager (323725001).
Performs other duties as assigned.
EDUCATION: Graduation from an accredited college or university with a two or four year degree in accounting, business administration or related field.EXPERIENCE: Minimum of four years of accounting experience with a preference for County fiscal operations and two years supervisory experience.
Grant management experience preferred.Thorough knowledge of accounting and Generally Accepted Accounting Principles.
Ability to adopt accounting methods to a variety of transactions and problems.
Ability to work in detail with a high degree of accuracy and to solve accounting problems.
Ability to determine priorities, plan, and organize work schedule to meet mandated deadlines.
Proficient knowledge of current professional office practices and procedures, including knowledge of computers, word processing, spreadsheet and/or data base software.
Ability to communicate effectively orally, and in writing with both internal staff and external providers and others.
Ability to establish and maintain meaningful and respectful working relationships.
Ability to be a team player while also able to work independently with little direction.
Ability to provide excellent customer service to members of the public and/or internal staff.
