What are the responsibilities and job description for the Administrative Services Manager position at Waupaca County?
As a function of the Waupaca County Department of Human Services, this position is responsible for a wide variety of duties that include, but are not limited to, the overall management and supervision of department’s business and operational support functions as well as providing support to the agency’s governing board. Acts as agency security officer and client rights investigator as well as the confidential Administrative Assistant to the agency Director and Deputy Director. Position also serves as the liaison between agency and the State of Wisconsin.

Provide direct and confidential administrative support to the Director of DHS. Responsible for the management of administrative support and assistance to DHS Management team.
Provides supervision and direction to reception staff and program assistant(s), including reviewing performance, training, evaluating office procedures and other duties as needed. Serves as a full member of the management team.
Serves as the liaison between the DHS and the State of Wisconsin in regard to: County security, State computers, State client reporting, training county staff, completion of security plans and evaluations, investigation of security complaints, and reporting findings to the State Security Officer.
County Security Officer for access to state computer programs within DHS and Child Support; liaison between DHS and the State in client reporting in the PPS client data systems.
Serves as the Client Rights Specialist for the department, investigating all client rights complaints, making a determination whether a client rights violation occurred, negotiating settlements, and making a recommendation to be reported to State licensing of any violations that are founded.
Civil Rights Officer in gathering information with Waupaca County Corporation Counsel’s Office to develop the County’s Civil Rights Plan.
Serves as HIPAA compliance officer ensuring and documenting staff training completion.
County Security Officer, administration of department cell phones, and Department webpage. Responsible for the oversight of the DHS cellphone contract for all work issued cell phones and handheld devices. Manages and coordinates the success rotation of devices to ensure the latest technology is available to staff. Responsible for coordination of schedules and maintenance schedule for the DHS fleet of vehicles, printers, copiers, FAX machines.
Conducts and monitors ongoing employee background checks for DHS employees.
Gains knowledge and maintains agency’s storage drive known as the “N” drive on the county network.
PERIPHERAL RESPONSIBILITIES:
Serves as back up to administrative and support staff.
Willingness to serve on internal department and county committees as may be needed.

EXPERIENCE: Minimum of at least three (3) years relative experience (preferred).Knowledge of and ability to interact and support people while providing exceptional internal and external customer care.
General knowledge and ability to learn and use various software programs.

Knowledge and understanding of Trauma Informed Care practices and Adverse Childhood Experiences.
Ability to communicate effectively orally and in writing.
Ability to effectively meet and deal with the public.
Ability to maintain appropriate confidentiality.
