DESCRIPTION OF WORK
An HR Analyst 1 is responsible for the personnel administration for the County’s (230 ) Human Service Agency Staff (Aging, Children & Youth, Drug & Alcohol, Behavioral Health/Intellectual Disabilities/Early Intervention/Autism, County Transportation System and other assigned staff within Human Services). The total Human Service budget is approximately 15 million. Responsibilities include maintaining confidentiality of personnel files, reviewing files for accuracy of information, and suggesting when a policy needs to be rewritten or signed off by employees in human services.
This position completes, reviews, and submits personnel correspondence for review and signature of Human Services Administrator, making recommendations to Administrator and corresponding with appropriate central personnel division at the Bureau of Talent Acquisition (BTA) and other units, when questions arise. Becoming familiar with, interpreting and comprehending the BTA Merit System Employment Process Guide, the Merit System Employment Certification Procedures, and the BTA Requisition Process will be key.
Other duties to include but not limited to:
- Providing information to the public, attending job fairs and high school career fairs, coordinating paperwork and communicating with prospective applicants
- Explaining the application, testing and scoring process, and answering general questions concerning the BTA process
- Meeting with local CareerLink and W/P Workforce Alliance offices to seek prospective applicants
- Strategizing to get the word out for an adequate number of applicants on current job title listings
- Assisting staff in completion of applications for promotions
- Processing requisitions, postings and lists with the BTA system
Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with 30-minute lunch.
- Employee may have irregular hours, including evenings, weekends or holidays.
- Employee may have overnight travel or out of county travel for meetings or training.
- Telework: You will not have the option to telework in this position.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
- One year of experience in the performance of technical human resource duties; and a bachelor’s degree; or
- Any equivalent combination of experience and training.
Other Requirements:
- You must be able to perform essential job functions.
Legal Requirements:
- You must pass a background investigation.
- A conditional offer of employment will require a drug screening.
- This position falls under the provisions of the Child Protective Services Law.
- Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
