WAYNE COUNTY JOB DESCRIPTION for
LIBRARY DEPARTMENT
GENERAL WORK FUNCTIONS
Provides reference and local history services to patrons in a busy public library, staffs both reference and
local history desks, represents the library on special committees, and performs professional library
services in assisting library patrons in the selection and use of library materials and resources.
SPECIFIC DUTIES AND RESPONSIBILITIES
Responsible for identifying and interpreting user needs; providing reference, readers' advisory,
computer, database and referral services to Library patrons directly, by phone, by email and chat;
and assisting patrons in material selection. Provides instruction on the use of library resources to
individuals and groups.
Provides technical/reference support to staff. Develops and conducts training on information
resources and new technology for staff and patrons.
Manages collection development activity for an assigned subject area, including oversight of
specified materials budget. Withdraws obsolete and surplus titles in specific subject areas.
Collects accurate statistics on inquiries, use of reference databases, and public use of computers.
Keeps informed of current events and of developments in the library field. Attends professional
workshops and conferences.
Serves as project director and/or coordinator for federal, state, or local grant activities.
Plans and organizes special programs.
Serves as the library representative to committees and boards as assigned.
Research new and emerging technologies to advance reference, instruction, and outreach services.
Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of reference tools and procedures.
Must have excellent customer service skills, the ability to deal courteously and tactfully with the
public, and to relate library services to the needs of the community in an effective manner.
Knowledge of library automation systems, the latest office-use software, multiple online database
platforms and electronic resources, and technical infrastructure.
Knowledge of collection development practices and methods.
Basic knowledge of genealogical research methods.
Comfortable working on multiple tasks in a busy environment.
Ability to monitor and evaluate collection usage.
Able to work independently using professional knowledge and judgment.
Familiarity with basic computer troubleshooting.
Ability to work well as a part of a team and maintain effective work relationships with co-workers,
the general public, and partner agencies.
Ability to design, communicate and implement long-term projects and programs.
Thorough knowledge of the principles, practices and methods of professional librarianship.
Ability to express ideas effectively orally and in writing.
Ability to lift or push moderate weight (e.g. 40 pounds of books or other materials and supplies) and
to stand for extended periods of time.

MINIMUM TRAINING AND EXPERIENCE
Minimum:
Enrollment or a commitment to enroll in a Master’s of Library Science program, with salary
commensurate with education.
Preferred: Master's Degree in Library Science from an American Library Association-accredited
institution.
** Must have access to transportation and maintain a valid N.C. Driver’s License with an acceptable
driving record.
MINIMUM STANDARDS REQUIRED
TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements: Must be physically able to operate a variety of machinery and equipment including computers, copiers,
typewriters, calculators, recording machines, etc. Must be able to exert up to 40 pounds of force occasionally, and/or up to 10 pounds
of force frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of
those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm
and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is
rated for Light Work.
Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural or composite
characteristics (whether similar or divergent from obvious standards) of data, people or things.
Interpersonal Communication: Requires the ability to speak and/or signal people to convey or exchange information. Includes

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.
Motor Coordination: Requires the ability coordinate hands and eyes rapidly and accurately in using office equipment.
Manual Dexterity: Requires the ability to handle a variety of items such as office equipment. Must have minimal levels of
eye/hand/foot coordination.
Color Discrimination: Does not require the ability to differentiate between colors and shades of color.
Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable
to performing under stress and when confronted with persons acting under stress.
Physical Communication: Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken
words. Hearing: perceiving nature of sounds by ear.) Must be able to communicate via telephone.
