Job Description Summary
Responsible for leading the division’s training team and identifying future training initiatives. Provides direct supervision for agency trainers and program resource specialist. Oversees the cross departmental training for eligibility teams located in other divisions.The Weld County Department of Human Services (WCDHS) employs over 450 workers, who have the skills, passion and drive to service Weld County citizens in 31 incorporated municipalities and across almost 4,000 square miles.

Job Description
Supervision (50%):
- Directly supervises the daily activities of assigned Training Resource Specialist and Program Resource Specialist.
- Provides leadership, guidance, and ensure a high level of performance and compliance with County, State, and Federal rules and regulations.
- Oversees and directs classroom management.
- Audits classroom instruction and ensure consistent training application across all training programs.
- Ensures that a seamless process for transitioning through training courses is clearly outlined, to include defining trainee expectations and tracking trainee outcomes as they transition from training to working independently.
- Defines and schedules over the shoulder support programs based on staff needs.
- Creates a clear and consistent mechanism for capturing and providing trainee performance feedback and progress reporting to both the trainee and the trainee’s direct supervisor.
- Provides technical support of help desk ticket processes, case troubleshooting, CBMS reports, and system merges.
- Supervises the management of both confidential and Address Confidentiality Program (ACP) cases for the Assistance Payments Division.
- Addresses employee concerns and resolves problems, and when necessary, in collaboration with department administration and County Human Resources.
- Assists in developing educational and professional development opportunities for staff.
- Provides timely, honest, and positive coaching, feedback, and performance evaluations.
- Creates an environment that fosters a high level of employee engagement within the division by ensuring staff are provided adequate resources, clear expectations, and frequent communication.
Program Oversight (40%):
- Oversees the development, implementation, and evaluation of all trainings specific to public assistance benefit programs, division policies and procedures, eligibility system usage such as CBMS or HSConnects, and any other trainings needed to ensure successful outcomes for eligibility programs administered by the Assistance Payments Division.
- Works directly with the Staff Development Division to administer county training as required by the State.
- Evaluates the effectiveness of the training provided to increase engagement, learning and retention.
- Ensures random reviews of trainings and procedures are performed for accuracy and compliance with established standards.
- Research and compiles information in instructional areas, prepares appropriate educational materials, remains current with new information and standards in the training field, and trains new staff members in training techniques and methodologies.
- Evaluates training/educational programs to appraise the success of the programs in meeting training objectives and recommends revisions or additions when necessary.
- Uses tracking data to identify trends in training volume and adjust staff schedules according to flow and need.
- Uses investigative and analytical abilities to identify operational efficiencies.
- Assists leadership in creating and implementing policies and procedures for Assistance Payment division.
- Maintains working knowledge of program rules and system operations.
Other Duties as Assigned (10%)
- Collaborates with other divisions, community partners, peer counties and the state as needed in support of eligibility programs and staff.
- Makes recommendations for improvements and changes as appropriate.

Required Qualifications
- High School Diploma or GED equivalent.
- Successful completion of bachelor's degree preferred, or equivalent combination of education, training and work experience related to the occupational field or specialized subject area of the work assigned to the job which provides the required skills, knowledge and ability for the position may be considered in lieu of the degree.
- Six (6) years full time business experience involving a high level of customer interaction or educational/training experience.
- Three (3) years must include working in a human service or in an educational/training environment.
- Two (2) years full time experience supervising and managing employees that include directing work activities and evaluating employee performance or any combination of equivalent work experience and education or training that demonstrates skills and ability in Leadership/Communication, Workflow Organization and Management and Employee Development.
- Candidate must pass Human Services background checks.
- Candidate must have a valid Colorado Driver's License and Liability Insurance.
- Candidate must provide own transportation and be willing to travel throughout Weld County.
- Candidate must possess the ability to enter data into several different computer programs.
- Candidate must possess the ability to learn and apply new computer skills on a regular basis.
- Candidate must possess knowledge of computer programs such as Microsoft Windows and Word, Excel, and Outlook.
- Candidate must possess the ability to read and comprehend instructions, correspondence and department policies and procedures.
- Candidate must possess the ability to write correspondence.
- Candidate must possess the ability to effectively communicate in one-on-one and small group situations to customers, clients, and other employees of the organization.
- Candidate must possess the ability to apply math concepts and calculations in the work environment.

- This position is located primarily in the Greeley office, with some occasional need to travel to the other location.
- Standard working hours are M-F 8a.m. to 5p.m.
- While this is primarily and in office position, there are limited, infrequent, opportunities after completing training for teleworking, the amount is based on the division telework plan must be approved in advance by the supervisor.
This position is exempt from the minimum wage and overtime requirements of the Fair Labor Standards Act and is therefore ineligible for overtime pay.
