Job Description Summary

The Weld County Department of Human Services (WCDHS) employs over 450 workers, who have the skills, passion and drive to service Weld County citizens in 31 incorporated municipalities and across almost 4,000 square miles.

Serves as a visionary leader and technical expert responsible for guiding the strategic direction, operational excellence, and compliance of Employment Services of Weld County (ESWC). This role provides high-level professional and administrative support to the Workforce Director, overseeing program policy, budget management, and cross-functional initiatives for Colorado Department of Labor and Employment (CDLE) and Colorado Department of Human Services (CDHS) programs.

The position positively contributes to the ESWC leadership team by fostering a culture of innovation, collaboration, and accountability in program administration and fiscal oversight. In partnership with the Workforce Director this role will provide critical insights to shape regional strategies and workforce initiatives for the Weld County Workforce Development Board (WCWDB).

Additionally, this role develops and implements local policies, procedures, and business practices to ensure efficient, effective, and equitable service delivery. Engages stakeholders across the public and private sectors to advance workforce development goals, secure funding opportunities, and drive economic growth. This position is in-person and requires a commitment to building strong community relationships and hands-on leadership, without consistent telework arrangements.

Supervision (25%):

Oversees staff performance while ensuring productivity and providing guidance and support to team members, conducts annual reviews and address employee concerns.

Oversees team of direct reports including reviewing time and leave requests and approving as necessary their employees.

Leads by example during the interview process for new employees, providing expertise in assessing candidates' potential and alignment with organizational culture.

Program Support and Strategic Oversight (35%):

Ensures the division is appropriately training all employees, new and tenured, on all program policy, workload management and workflow efficiencies.

Monitor emerging trends and regulatory updates by analyzing the Daily Federal Register, U.S. Department of Labor notices, and other relevant publications, positioning the division as a proactive leader in workforce development.

Responsible for actively engaging with proposed rule changes through reading notices and participating in state and national discussions.

Maintains oversight of ESWC budget and funding. Evaluates and recommends cost allocations working closely with the Workforce Director, DHS Fiscal Division, and State fiscal coordinator.

Leads ESWC in all aspects related to the One Stop Operator, which includes but is not limited to, coordinating the service delivery of one-stop partners, and providing key insights and expertise to the WCWDB Executive Committee to develop their strategic plan and the regional/local plan for the workforce area.

Creates, tracks, and manages Memorandums of Understanding (MOU) with both required and non-required partners to ensure partners contribute their share of the costs to operate the local American Job Center and that all shared costs are transparent to all partners.

Cultivates community partnerships by assisting in the recruitment of new Workforce Development Board members and representing ESWC in initiatives that promote economic growth in Weld County.

Leads and works independently on specialized and complex projects and initiatives that have major policy implications and provides leadership with information necessary for decision-making and organizational planning.

Identifies and pursues grant opportunities to secure additional funding, often collaborating with external partners to advance workforce development goals.

Collaboration (30%):

Works closely with the ESWC leadership team on initiatives directly related to business improvement and program administration to ensure compliance of state and federal measures. Provides technical expertise to employees and leadership.

Works collectively with leadership in establishing unit and employee expectations, duties, and responsibilities.

Collaborates with the Weld County Workforce Development Board (WCWDB) to ensure required policies are up to date and provides strategies to increase efficiency, productivity, and outcomes.

Works in collaboration with community partners to update and execute MOU’s timely to always remain within compliance.

Strengthen grant management practices by working closely with other divisions within Human Service to maximize financial resources and eliminate duplication of benefits.

Develops and strengthens partnerships with Weld County departments, Human Services personnel, public and private employers, educational institutions and their instructors, community representatives, and economic development entities.

Builds and maintains effective collaborative relationships while promoting ESWC perspective on workforce and regional concerns.

Represents ESWC by serving on various committees and boards including internal division and department committees, community, and state level committees, and the WCWDB.

Works closely with the Workforce Director to maintain a strong Workforce Development Board (WDB). Participating in and on the Executive Committee, meetings, retreats, and regional discussions.

Other Duties as Assigned (10%):

Must adhere to established policies, procedures, and standards and ensure that oral and written directives, policy, and ordinances of Weld County are consistently and uniformly applied and reflect actual practice and current operating needs.

Satisfactory completion of a bachelor’s degree.

Equivalent combination of education, training, and experience, which provides the required skills, knowledge, and ability for the position, may be considered in lieu of the bachelor’s degree.

Three (3) years of recent supervisory experience within a public assistance sector.

Proficiency in policy and budget analysis, interpretation, and development.

Three (3) years grant writing experience.

Three (3) years grant administration and management, preferably with state or federal programs.

Candidate must have a valid Colorado Driver's License and Liability Insurance.

Candidate must provide own transportation and be willing to travel throughout the State.

Candidate must pass Human Services Background Checks

Candidate must possess the ability to enter data into several different computer programs.

Candidate must possess the ability to learn and apply new computer skills regularly.

Candidate must possess the advance knowledge of computer programs such as Microsoft Windows, Word, Excel, PowerPoint, OneNote, Teams, Outlook, and Adobe Acrobat Pro.

Candidate must possess the ability to read and comprehend instructions, correspondence and department policies and procedures.

Candidate must possess the ability to write correspondence.

Candidate must possess the ability to effectively communicate in one-on-one, small, and large group situations to customers and other employees of the organization.

Candidate must possess the ability to apply math concepts and calculations in the work environment.

Candidate must possess the ability to apply common sense to problem solve in a work environment.

Candidate must possess the ability to work independently and handle high-stress situations, prioritizing competing tasks or responsibilities in a fast paced, high volume, and ever-changing work environment.

Preferred Qualifications:

Experience managing State and Federal funds administered through the US Department of Labor.

Experience working in a human service, economic or workforce development environment.

Experience managing and implementing employment or workforce assistance related programs.

Ability to keyboard at 40 words per minute.

Experience working with the Colorado Department of Labor and Employment Management Information System.

Work Environment:

Primary office location is the Greeley campus. May travel to meeting locations through the state and attend national conferences.

Reliable, predictable attendance within department business hours of 8:00 am to 5:00 pm Monday through Friday.

Attendance and active engagement in meetings and/or events outside of standard business hours required as appropriate.

This position is exempt from the minimum wage and overtime requirements of the Fair Labor Standards Act and is therefore ineligible for overtime pay.
