SUMMARY:

The Director of Learning, Assessment, and Special Populations will lead all aspects of curriculum development, assessment practices, and student support programs across grades PK–12. This role ensures that instruction and student services are aligned with district and state standards, continually evaluated for effectiveness, and implemented in a manner that promotes equity, inclusion, and high academic achievement. By overseeing areas such as professional development, multilingual and gifted programs, health services, counseling, and special education partnerships, the Director fosters a cohesive system focused on data-driven improvement, regulatory compliance, and meaningful stakeholder engagement.

  • Develop, implement, and monitor PK–12 curriculum aligned with district goals and state standards and standards based learning, YAAG’s.

Instructional Oversight

  • Collaborate with principals and teachers to implement evidence-based differentiated instructional practices that support diverse student populations and depth and complexity.
  • Use student performance data to drive instructional refinements, maintain accountability, and address identified needs promptly.
  • Oversight of all PK - 12 reporting of student learning.
  • Contribute to long-term district planning, aligning instructional and student services goals with the overall vision and mission.

Assessment (Benchmark, Common Assessments, and State Assessments

  • Oversight of district assessment calendar
  • Employ data driven strategies and regular program evaluations to advance student performance, ensuring compliance with district and state benchmarks for achievement and growth.

Professional Development

  • Plan and facilitate ongoing training for administrators, teachers, and support staff, using data to tailor professional learning opportunities.
  • Development of the district professional development calendar, tracking and certificates for staff.
  • Evaluate the effectiveness of PD programs and incorporate findings to comply with district, state, and federal requirements.

Student Services & Counseling

  • Oversee PK–12 counseling programs and collaborate with the district social worker to address students’ academic and socio-emotional needs.
  • Utilize student data and stakeholder feedback to refine support systems, ensure regulatory compliance, and evaluate counseling program impact.

Health Services Oversight

  • Supervise the district nurse and health services, promoting a safe learning environment and adherence to health guidelines.
  • Collect and analyze health-related data to evaluate program effectiveness and maintain compliance with state and federal health regulations.

Gifted & Talented (GT) Program

  • Develop and monitor programming that meets the needs of gifted and talented students, ensuring equitable identification practices.
  • Apply data-driven processes to assess program success, address areas for improvement, and remain compliant with GT policies.

Multilingual Education Program

  • Oversee the design and implementation of multilingual education services, ensuring language support for English language learners and other populations.
  • Analyze student language proficiency and achievement data to guide program enhancements, maintain accountability, and uphold regulatory standards.

SPED BOCES Partnership

  • Coordinate contracts and services with the Board of Cooperative Educational Services (BOCES) in collaboration with the Special Education Director.
  • Monitor special education district staffing, programs for compliance, analyze data to assess service quality, and ensure accountability in meeting student needs.

Instructional, SEL and Health Resource Management

  • Develop and manage the departmental budget, aligning resources with strategic priorities and program demands.
  • Annual renewal of all curricular resources and adoption committees.
  • Use data and program evaluations to allocate funding effectively and satisfy grant and reporting requirements.

Community & Stakeholder Engagement

  • Collaborate with families, community organizations, and district stakeholders to build support for instructional and support programs.
  • Maintain open communication channels for feedback, ensuring transparency and fostering accountability across the district.
  • Lead SEAC and Teaching and Learning Committee

Learning, Assessment and Student Services Staff Supervision

  • Recruit, supervise, and evaluate department personnel, including counselors, social workers, nurses, and instructional coordinators and coaches.
  • Use performance data and program outcomes to guide professional growth, ensuring compliance with district and legal employment practices.

  • Advocate for programs and initiatives that promote diversity, equity, and inclusion across the PK–12 continuum.
  • Incorporate data analysis to identify and address achievement gaps, ensuring all programs meet regulatory standards for equitable access.

  • Advocate for and guide the incorporation of technology tools that enhance teaching, learning, assessment, and student support.
  • Evaluate the impact of technology initiatives using relevant data, ensuring alignment with district standards and accountability measures.

EDUCATION AND RELATED WORK EXPERIENCE:

  • Master’s degree (or higher) in Education Administration, Curriculum & Instruction, or a related field.
  • Valid principal or administrative licensure in Colorado
  • Substantial experience in curriculum development, assessment, or a related leadership role.
  • Demonstrated success in leading teams and implementing district-wide programs.

TECHNICAL SKILLS, KNOWLEDGE, AND ABILITIES:

  • Comprehensive understanding of PK–12 curriculum frameworks, state standards, and assessment practices.
  • Proficiency in data analysis and program evaluation, including compliance monitoring.
  • Demonstrated ability to oversee and coordinate student support services (e.g., special education, gifted/talented, multilingual, counseling, health services).
  • Strong leadership, communication, and collaborative problem-solving skills.
  • Expertise in designing and delivering professional development aligned with district goals.
  • Competency in integrating technology into instruction, assessment, and student support.
  • Commitment to equity, inclusion, and continuous improvement.

LICENSES, REGISTRATIONS, OR CERTIFICATIONS:

  • Principal or Administrative Licensure (Not Required, but Preferred)
  • Valid Driver’s License and a driving record that meets district standards (required for occasional travel among schools and external sites).

MATERIALS AND EQUIPMENT OPERATING KNOWLEDGE:

  • Proficiency in standard office equipment (computers, printers, copiers) and collaboration tools (e.g., video conferencing, project management software).
  • Working knowledge of facilities-related equipment and maintenance management systems (for high-level oversight and coordination).
  • Familiarity with audio/visual technology in modern classrooms and administrative offices.
  • Understanding of IT-specific processes and security for effective technology integration and management.
