Job Purpose: 

Our next Talent Acquisition & Retention Specialist II will be responsible for the full life cycle of recruitment for all Child and Family Well-being Wellpoint positions (e.g., Child Welfare Case Managers, etc.) including but not limited to professional, para-professional, and administrative staff who work in Child and Family Well-being. The incumbent sources, screens, interviews and makes hiring recommendations to Child and Family Well-being management as well as initiates new hire onboarding for administrative, operations, program, and management-level positions. This position diligently pursues all avenues to recruit talent for Child and Family Well-being, including implementing new, creative recruiting ideas to efficiently and effectively fill open positions using all social media tools available and creating solid relationships with all colleges, universities, technical schools to secure and retain top talent.

 

 

Qualifications: 

  • Bachelor’s Degree in Human Resources or related field OR equivalent Human Resources work experience required; PHR or SHRM-CP certifications a plus. 
  • Preference to candidates who attended a HBCU.
  • Minimum of four (4) years of proven experience managing full-cycle   recruitment  process.
  • Strong business acumen demonstrated through an understanding of agency strategic goals, market dynamics and trends to identify the right talent for future needs.
  • Ability to develop and execute a comprehensive recruitment strategy aligned with the agency’s strategic goals and overall business objectives.
  • Experience using applicant tracking systems (ATS), online/social media platforms, SMS/text applications, and online job boards for recruiting.
  • Experience recruiting diverse staffing pools of candidates with an emphasis on sourcing both passive candidates as well as graduating students from colleges and universities.
  • Ability to build and maintain positive relationships with co-workers, community partners, and vendors. 
  • Ability to analyze data to identify patterns, measure recruitment Must be honest, dependable, and able to meet deadlines; Self-motivated and able to work independently.
  •  A valid Wisconsin Driver’s License or occupational driver’s license, reliable transportation and insurance is required. Required reliable transportation to conduct on-site recruitment throughout the state.
  • Ability to demonstrate critical thinking skills, detail oriented, highly effective verbal, and written communication skills.
  • Demonstrate an ability to effective understanding and practice of cultural humility and ability work and communicate respectfully with individuals from diverse backgrounds.
  • Proficient in the usage of computer software; demonstrate an understanding of computer file systems and databases, e.g., Microsoft Office, Excel, Outlook, Teams, ADP, etc.
  • Physical exam, drug screen, motor vehicle report, and background checks are required for this position.

 

 

Duties:

 

Recruitment

•Attracts and recruits top talent, which includes collaborating with hiring managers to develop a shared understanding of each role, drafting new or editing existing job descriptions, posting jobs in the ATS and to job boards/external sources, social media, etc., as well as sourcing for diverse and passive candidates. 

•Works to fill job requisitions within 45 days, consistent with the organization's goal of reducing time to fill and number of openings, which includes identifying trends and working with leaders to overcome obstacles based on those trends. 

•Identifies current and future talent needs to develop a diverse talent pipeline, which includes cultivating networks/partnerships to actively build a database of candidates.

•Performs applicant screening activities to identify the most qualified candidates for the hiring managers, which may include conducting applicant screenings via phone or virtual meeting platforms. 

•Cultivates strong working relationships with hiring managers to understand their needs and provide technical support throughout the recruitment process, which includes sharing best practices and coaching on effective interview practices. 

•Prepares and updates interview guides for each posted job ensuring hiring managers have the appropriate tools to make sound hiring decisions.

•Participates on interview panels as appropriate.

•Keeps candidates engaged throughout the process by answering any questions that arise before the job offer. 

•Facilitates the job offer process which includes extending verbal offers, drafting offer letters, and initiating the onboarding process with the HR Team, which includes references and schedules pre-employment health testing.

•Uploads candidate documents/material into the applicant tracking system (ATS) throughout the process.

 

 

Retention

Analyzes new hire trends to improve onboarding practices and employee engagement levels.

•Develops aggressive retention strategies based on employee and leader feedback.

•Meets with hiring managers to propose employee retention solutions.

•Builds trust and positive relationships with job applicants, new hires, hiring managers, and existing employees to foster collaboration and establish regular feedback loops. 

•Collaborate with Wellpoint Connects to identify opportunities to articulate and define the Agency’s culture, key differentiators, and services in conjunction with HR, MarComm and supported program teams.

 

 

Reporting and Data Entry

Serves as the administrator for the ADP applicant tracking system. Maintains and distributes monthly recruitment report. 

•Tracks key performance indicators for all talent acquisition and retention initiatives.

•Collects data on applicant, new hire and hiring manager satisfaction.

 

Agency Engagement

 

•Pursues professional development and technical skill development through research, external coursework and other learning opportunities. 

•Works with Human Resources on special projects as needed. 

•Serves on committees and affinity groups as appropriate.

•Participates in assigned meetings, events and learning as required. 

•Performs other duties as assigned, including serving in a coverage role for other department members.

  • Demonstrates an understanding of the cultural differences among diverse groups and the need to adapt service provision to match these differences in respectful ways.
  •  Public Service Loan Forgiveness (PSLF) - Wellpoint employees may be eligible for loan forgiveness under the Public Service Loan Forgiveness program. 
  • Involved with personnel, residents, family members, visitors, volunteers, interns, and vendors under all conditions and circumstances.
  • Quantitative/mathematical ability (addition, subtraction, multiplication, division, standard measurements).
