1.0 Director of Human Resources
The Director of Human Resources is responsible for the the development, recommendation, and implementation of the District's personnel policies and benefits programs; interpretation of labor contracts; recruiting, hiring and orientation of personnel; and preparation of the salaries of the District budget.
QUALIFICATIONS & PHYSICAL REQUIREMENTS:
To successfully perform this position, a person must be able to perform each essential duty satisfactorily. The qualification requirements listed below represent minimum levels of educational achievement, training, skill and/or ability necessary.
- Certification in School Administration, Master’s Degree in Education, or a Bachelor’s Degree in Business with experiences in Human Resources or Supervision of school Personnel
- Management experience strongly preferred
- SHRM HR Certification preferred
- Ability to read, analyze and interpret general periodicals, professional journals, technical procedures or governmental regulations
- Ability to write reports, business correspondence and procedure manuals
- Possess effective interpersonal skills with the ability to interface diplomatically with other administrators, teachers, parents, students, Board members, support staff, colleagues, and outside professional contacts
- Ability to work with and apply mathematical concepts; ability to define problems, collect data, establish facts, and draw valid conclusions; proficiency in the use of technology for individual and system management, communication, and research; proficiency in presentation technology to enhance small and large group information and demonstration sessions
- Skills in coordinating and evaluating staff use of technology
ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Develops, recommends, interprets and coordinates the District's personnel policies.
2. Provides direction for all negotiations and is responsible for the administration of professional contracts.
3. Serves on the boards negotiating team for all collective bargaining processes.
4. Develops recruitment programs, posts vacancy notices, secures and processes applications and arranges necessary interviews for candidates for administrative, professional, secretarial/clerical, maintenance and custodial positions.
5. Evaluates the credentials of candidates and works with other administrators in recommending the hiring of administrative, professional, secretarial/clerical and custodial/maintenance staff.
6. Makes all job offers to candidates for administrative, professional, secretarial/clerical and custodial/maintenance positions, setting forth salary, benefits, hours and conditions of employment.
7. Provides all pertinent personnel records and salary information for the Business Office.
8. Maintains complete personnel files for district employees.
9. Develops and implements reductions-in-force policies.
10. Maintains current certification records for all administrative and professional employees, informing them of any changes in certification requirements.
11. Maintains all State and Federal mandated employment requirements for all staff.
12. Supervises the administration of the District's summary evaluation programs for professional and non-professional staff members.
13. Serves on the School Board Personnel Committee.
14. Makes periodic surveys and compiles data for establishing salary and wage ranges for District personnel.
15. Develops personnel reports and statistical data.
16. Prepares a budget for the personnel function and controls expenditures within the budgetary limits established.
17. Responsible for the referral and follow-up of employees to Employee Assistance Programs.
18. Responsible for Occupational Health programs.
19. Responsible for Substitute program for Professional and Support Staff.
20. Administers Supplemental Contracts.
21. Responsible for Certification of teachers.
22. Responsible for administration of Sabbatical Leave; Family Medical Leave and Leave of Absence policies.
23. Responsible for development and updating policies relative to personnel matters.
24. Responsible for investigating employee concerns or complaints and for making recommendations for potential discipline and/or corrective actions.
25. Responsible for Arbitration, EEOC and Human Relations hearings.
26. Responsible for Teacher Tenure Program.
27. Responsible for surveys/reports regarding personnel, submitted to the state and other agencies.
28. Provides advice relative to personnel matters.
29. Performs other duties as assigned by the Superintendent.
