Summary: The position of the LIHTC Compliance Specialist is a full time, in person, position with primary responsibility of processing applications and recertification documents to determine eligibility for the Low Income Housing Tax Credit (LIHTC) program. This position requires travel between properties managed by West Hartford Housing Authority, currently all in West Hartford. Other responsibilities include answering inquiries and providing information to the general public and current tenants regarding the LIHTC program and WHHA properties.
Essential Job Functions:
- Show perspective tenants available units appropriate to their household composition.
- Process applications to determine eligibility for the LIHTC program.
- Perform annual recertification on existing tenants. Responsible for creating a recertification schedule that ensures tenant notification letters and recertification packets are created and sent to tenant 120 days in advance of recertification date.
- Review rent rolls/lease expiration reports to ensure that all recertifications are done on a timely basis.
- Complete TIC for each LIHTC tenant for submission to contracted compliance agency.
- Verify income and assets of all applicants and tenants in accordance with program regulations.
- Enter data into management and reporting software.
- Maintain and manage property waitlists in accordance to the tenant selection plan.
- Create and maintain organized physical and digital tenant files. Centralize and maintain tenant files in compliance with LIHTC regulations for audit ready purposes. Responsible for maintaining the integrity and accuracy of tenant files.
- Perform periodic internal audits of files to determine completeness and compliance with LIHTC program.
- Assist with updating essential documents as required due to changes in program, policy, or law.
- Assist property management staff with property related issues.
- Keep informed of tax credit regulations and changing policies.
- Prepare reports as needed.
- Other duties as assigned.
Job Requirements:
- Minimum two years Low Income Housing Tax Credit experience.
- C3P Tax Credit Certified (or similar Tax Credit Certification).
- Experience with low-income, senior, or housing related programs preferred.
- Ability to learn and follow regulations, policies, and procedures of the HUD and LIHTC programs.
- High school graduate. Minimum two years college experience preferred.
- Strong interpersonal skills and the ability to communicate both orally and in writing, with groups and individuals from diverse backgrounds.
- Ability to make decisions by recognizing established precedents, practices and procedures.
- Must be a team player and work well with others.
- Ability to interact with employees and the public in a professional and courteous manner.
- Ability to meet operational deadlines.
- Computer skills including knowledge of Windows, Microsoft Outlook, and Microsoft Office Suite products. Knowledge of Yardi Voyager a plus.
- Ability to understand and interpret complex program regulations.
- Ability to interact with fellow employees and the public in a courteous and professional manner.
- Ability to effectively handle heavy telephone volume and walk in traffic.
- Ability to handle the specific needs of elderly, disabled and occasionally difficult people.
- Ability to listen to and communicate with individuals of diverse incomes, races and ethnic groups in a professional manner.
- Bilingualism in Spanish preferred.
- Valid Driver’s License.
