Hiring Range: $28.13 - $29.85 per hour
Full Range: $28.13 - $36.71 per hour
Under the direction of an assigned administrator, the Outreach and Recruitment Specialist (ORS) will work to engage and educate the community about the assigned program/campus activities and its goals. The ORS is the primary point of contact and organizer of potential participants/students for the program/campus.

The position requires strong interpersonal skills to make connections and build relationships with the target population and communities. The candidate will work collaboratively with internal departments as well as community-based agencies to cultivate strategic partnerships through community outreach and recruitment activities. The candidate will be involved in the direct recruitment of participants for their assigned program/campus, monitoring progress through the enrollment process and reporting to the assigned administrator. The ORS will be responsible for meeting recruitment benchmarks set by their assigned administrator.
Essential Duties and Responsibilities
- Create and implement annual outreach plan.
- Participate, coordinate and/or attend community events such as job fairs, farmer's markets, community organized meetings, community festivals, and media requests for the purpose of recruitment.
- Serve as a liaison with schools and other community groups for students interested in assigned program/campus spreading awareness and informing potential candidates on the services available from program/campus and eligibility/enrollment requirements.
- Conduct intake and orientations. Assisting students with completing all program/campus forms including online admissions application for enrollment at WHCCD.
- Prepare materials for outreach purposes and provide presentations on assigned program/campus to high school students, staff, and community members.
- Keep record of outreach efforts and results.
- Plan, implement, and evaluate program/campus activities and events such as campus tours and program presentations.
- Attend and represent assigned program/campus at various meetings, workshops, and conferences.
- Operate a variety of office equipment including computers, printers, copiers, scanners, and knowledge of all Microsoft Office Suite and its components.
- Participate in mandatory staff trainings and meetings related to the program/campus to build and maintain current knowledgebase of awareness.
- Conduct and compile program/campus satisfaction surveys.
- Research and recommend innovative recruitment strategies.
- Perform all other related duties as required.
- Bilingual (English/Spanish) preferred.
Knowledge, Skills, and Abilities
Knowledge of assigned program goals and objectives. Knowledge of Community College and Secondary Education system. Excellent verbal and written communication skills, including presentation skills. Highly developed interpersonal and communication skills. Marketing and Communication strategies. Knowledge of local rural communities and community resources. Knowledge of record-keeping techniques and computer programs, including Microsoft Word, PowerPoint and Excel spreadsheets. Knowledge and/or ability to learn college/district functions, policies, rules, and regulations. Applicable sections of the State Education Code and other applicable laws. Experience with Datatel/Colleague and its components highly desired.
Physical Abilities
Sitting or standing for extended periods. Ability to exchange information and make presentations. Ability to monitor activities and read various documents. Ability to drive a motor vehicle. Finger and hand dexterity to operate a computer keyboard. Ability to lift and move materials and equipment up to 40 pounds.
Working Conditions
Perform duties within an office environment, but will also function frequently in a field setting at various agencies. Travel to various communities throughout the service area and out of state as required. An appropriate/dependable method of transportation with adequate auto insurance is required. Employment may require evening and weekend work assignments.Education and Experience
Bachelor’s degree required and one year combined experience in recruitment, public relations, or related area with emphasis in higher education categorical, federal and state funded programs. Bilingual in English and Spanish is preferred.
