ENERGY SECURITY LEAD
Position Description
The Energy Security Lead of the West Virginia Office of Energy is tasked with a critical role in safeguarding the infrastructure and supply of energy resources across the state, region and nation. Working primarily through collaboration with partner agencies such as the West Virginia Public Service Commission, Emergency Management Division, Department of Homeland Security, U.S. Cyberstructure and Infrastructure Security Agency, FBI, and others, the ESL will implement and improve West Virginia’s Energy Security Plan through comprehensive strategic planning, targeted risk assessments, and model security exercises.
Success in this role requires knowledge of the physical and cyber energy security landscape, skills in self-directed problem solving and written communication, and the ability to build and maintain networks with high level personnel
Essential Duties
- Engage with energy security partners from emergency management, law enforcement, utility operators, and elected leaders to share information on the state’s energy security strengths, weaknesses, opportunities, and threats.
- Supervise statewide efforts to achieve the goals and objectives outlined in the State’s Energy Security Plan
- Conduct in-depth analysis of critical energy infrastructure vulnerabilities, risks, and resilience measures and develop models and simulations to assess the impact of those vulnerabilities on energy infrastructure
- Produce comprehensive reports and presentations for stakeholders
- Stay up-to-date with industry trends, emerging technologies, and regulatory changes related to critical energy infrastructure
- Other duties as assigned
Required Qualifications
- Demonstrated experience working on high-level projects related to physical and/or cyber energy infrastructure security and resilience.
- Strong networking skills with the ability to build and maintain strategic partnerships over extended timelines.
- Ability to identify and pursue tasks, problems, and other objectives without direct supervision; flexibility to achieve goals independently or as part of a team.
- Superior communication skills, including the ability to tailor written and verbal communications to targeted audiences such as subject matter experts, legislators and policy makers, and the general public.
Desired Qualifications
- Active security clearance, or ability to obtain.
- Strong knowledge of relevant federal regulations and policies related to energy.
Education
- Bachelor’s degree in Energy, Engineering, Decision Sciences, Policy and Analysis, or related field
- 2 years of prior experience in energy security
- Master’s degree in any of the above fields preferred
PLEASE NOTE: This is a grant-funded, multi-year contract position, and is contingent on continued availability of federal funding.
Job Type: Full-time
Pay: $55,000.00 - $65,000.00 per year
