This is a permanent position associated with federal funding under the U.S. Department of Housing and Urban Development. This position is fully in-person.

JOB DESCRIPTION:
Administer, manage, and coordinate federal housing grant programs for the WV Department of Economic Development. Plans, implements, and delivers robust training designed to improve the capacity and quality of services provided by sub-recipients of the housing programs including the federal Emergency Solutions Grant (ESG) program and the federal Housing Opportunities for Persons with AIDS (HOPWA) grant programs.
Work involves selection and oversight of subgrantees administering programs at the local level. Responsible for overseeing subgrant agreements with local nonprofits, coordinating activities and inspections of units as needed, evaluating and coordinating functions, developing and evaluating training opportunities, ensuring federal compliance, ensuring funds are timely expended, and working with federal partners and other interested parties. Supervises the work of compliance staff and coordinates with the Fiscal Manager and Unit Manager. Performs programming and planning for all grant funds, Identifies recommendations to the Division Director and the Unit Manager as well as justifying and enacting changes in policy, procedures, rules, regulations, and program guidelines. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
MINIMUM QUALIFICATION:
Education: Graduation from an accredited four-year college or university.
Experience Preferred: Three years of full-time or part-time equivalent paid professional experience working as a program director, manager, or support staff in federal grants, community development or planning, public or business administration, engineering, or experience directly related to the area of assignment.

This position is located in Charleston, West Virginia at one of the most beautiful state capitol complexes in the country. The State Capitol is located on the Kanawha riverfront with easy access to downtown, the airport, and public transportation.
