Professional Accountant / Payroll Coordinator

IMMEDIATE SUPERVISOR : Treasurer / Chief School Business Official

JOB SUMMARY : To efficiently and expeditiously administer the operations of the finance department.

This includes the accounting operations of the individual schools, the central office accounts payable

department, and / or the central office payroll department in accordance with governing laws, policies and

procedures of the State of West Virginia, the West Virginia Department of Education, and Lincoln County

Schools.

QUALIFICATIONS :

  • Bachelor's degree with major in accounting or business administration with a minimum of 24 credit

hours in accounting; CPA Preferred.

  • Ability to communicate effectively with diverse individuals and groups within the organization and
  • in the business community

  • Strong organizational skills, problem-solving skills, and attention to detail
  • Ability to interpret and relate financial documents
  • Experience in data processing, with proficiency in Microsoft Word, Excel, and Outlook
  • Experience in school board accounting preferred
  • Experience with benefit and insurance administration preferred

    PERFORMANCE RESPONSIBILITIES :

  • Assist the Treasurer / Chief School Business Official with all financial accounting functions of the
  • Board including, but not limited to : employee benefits and retirement, payroll processing,

    purchasing, quarterly reporting, accounts payable, accounts receivable, and individual school

    accounting

  • Preparation and processing of the semi-monthly payroll cycle for all employees.
  • Compiles and maintains all payroll records and subsequent information contained within.
  • Responsible for the verification, accuracy, completeness, and the approval of all source documents
  • as they relate to the processing and administration of payroll.

  • Reconciliation and summary of all transactions and data entry relative to payroll administration
  • and issuing the W-2's and other tax related documents.

  • Assures all salaries, wages, benefits, supplements, etc, are computed and paid in accordance with
  • and conforms to federal and state laws, in addition to the Lincoln County BOE Policies and / or

    contained with specific employee contracts.

  • Identifies, reconciles, and reports on all discrepancies with the payroll administration functions
  • and summarizes the actions taken to resolve any discrepancies found.

  • Accrue, enter, maintain and administer all benefit, garnishment, and / or elected deductions, direct
  • deposit record, and correspondence generated from employee payroll changes.

  • Reconcile all employee verification request regarding payroll.
  • Prepare and submit all employee payroll deduction / withholding reports in accordance with
  • promulgated timelines.

  • Responsible for processing any special Payrolls.
  • Maintain all relevant data in WVEIS Employee Management System and employee payroll
  • records.

  • Work with the personnel department to ensure proper eligibility and communication of such to
  • the employees of Lincoln County School District.

  • The employee will act as administrative liaison for all retirement plans, workers compensation,
  • PEIA Insurance, Dental and Vision Insurance Plans and reconciliation thereof.

  • Work with and provide support to administrators and school personnel regarding personnel laws,
  • payroll and benefits.

  • Work with principals and school secretaries at each individual school location to resolve payroll
  • issues.

  • Prepare and process payrolls to include deductions, employee leave and assignments.
  • Prepare and maintain withholding information. File tax deposits and prepare statements,
  • unemployment compensation reports and other government wage reports.

  • Review board minutes and update employee assignment screen accordingly.
  • Review all overtime for accuracy and payment.
  • Assist in budget preparation.
  • Assist in preparing annual financial statements.
  • Cross train on other job assignments and assist others in treasurer's office.
  • Assist in developing improved financial accounting procedures for the many varied programs
  • Demonstrate leadership and support in areas of assigned responsibility
  • Recommend changes and improvements to the accounting functions
  • Maintain professional work habits
  • Maintain and upgrade professional skills
  • Apply for and maintain Professional Accountant license issued by the WV Dept. of Education
  • Offer assistance and instruction and / or training when requested.
  • Perform other duties as assigned by the Treasurer / Chief School Business Official
  • EMPLOYMENT TERM : 240 Days

    SALARY : Pursuant to WV Code §18A-4-2, in accordance with Lincoln County Schools Professional

    Salary Schedule as stated in Salary Schedule #16- Central Office Level X- Coordinator. Advanced degrees

    must be in a finance or business related field in order to receive credit. A CPA certificate will be considered,

    for salary purposes, as a M.A. 30. Credited experience must be verified as working in a finance or business

    field.

    EVALUATION : Performance in this position will be evaluated by the immediate supervisor and in

    accordance with WV State Code §18A-2-12, and WV State Board Policy 5310.
