- Support for LEAs (Local Education Agencies):
- Provide direct and indirect educational services as assigned by WVSDB.
- Provide guidance and mentorship, particularly for completing low incidence educational assessments.
- Assist with IEP or 504 Plan implementation and best transition practices.
- Facilitate and support low incidence early education efforts and initiatives
- Training and Development:
- Deliver professional development for educators, families, and staff on sensory impairments, instructional strategies, assessments, and technology.
- Create, facilitate and or teach virtual low incidence lessons and statewide staff development.
- Consultation and Collaboration:
- Collaborate with other WVOCDB team members as well as work with school teams, families, and administrators to model low incidence strategies, modifications, and accommodations.
- Collaborates and partners with other educational agencies and community partners.
- Offer recommendations for low incidence instructional services aligned with students’ individual plans.
- Provide direct student services to LEAs as by immediate supervisor.
- Assessment and Evaluation:
- Be able to conduct low incidence evaluations such as Functional Listening Evaluations (FLE), Comprehensive Language Evaluations, and Learning Media/Functional Vision Assessments.
- Interpret vision and audiological data and adapt accordingly.
- Completes DHH and/or VI assistive technology evaluations as needed.
- Resource Utilization:
- Train staff on low incidence assistive technologies and the use of WVOCDB Lending Library resources.
- Troubleshoot accessibility equipment and provide technical assistance.
- Documentation and Compliance:
- Maintain detailed progress notes and adhere to policies and procedures.
- Comply with professional codes of conduct and administrative directives.
- Additional Duties:
- Attend required meetings and perform assigned tasks beyond core responsibilities.
- Proficiency in sensory impairment assessments (e.g., FLE, LMA/FVA, Deafblind assessments, etc).
- Familiarity with hearing and vision assistive technologies.
- Ability to interpret and explain technical reports, such as audiograms and vision reports.
- Competence in providing virtual instruction and statewide training.
- Master’s degree in special education or a related field and a required valid teaching certificate with Hearing Impaired PK-AD and a preferred valid teaching certificate in Visually Impaired PK-AD pursuant to WV Code §18A-3-2 required.
- Minimum of five years of work experience teaching individuals with vision loss and/or hearing loss required.
- Experience as a vision or hearing consultant with children ages birth to three preferred.
- Experience with data collection, analysis, and compilation of reports, along with distance learning, preferred.
- Previous experience with DHH and/or B/LV educational assessments and evaluations, preferred.
- Must have a valid driver’s license and be able to travel statewide.
- Criminal background check conducted pursuant to WV Code §18-5-15c and/or §18A-3-10, as appropriate.
- Knowledge of WV Board of Education’s Policy 2419 that outlines the state and local responsibilities for special education.
- Knowledge of the principles and practices of special education including IEP Plans and 504 Plans.
- Knowledge of effective differentiated instruction, specialized instruction materials, appropriate supplementary aids and classroom modifications, and classroom technology for students who are blind/low vision.
- Knowledge and use of UEB Braille, Nemeth Code and other variations utilized by blind/low vision students as well as ASL for DHH students.
- Knowledge of vision and hearing loss include including types and degrees, impact on academic development and communication.
- Skilled in teaching how to prepare teachers to implement lesson plans for students who are blind/low vision and Deaf/Hard of Hearing.
- Skilled in classroom behavior management strategies relevant to students with a vision and/or hearing loss.
- Skilled in communicating with students, their parents, administrators, team leaders, and others.
- Knowledge of and skill in the use of databases, internet, spreadsheet, word processing, and related applications.
- Knowledge of and skill in the use of technology and equipment to supplement instruction for students with vision and/or hearing loss.
- Ability to establish and maintain effective working relationships.
- Ability to preserve confidential information.
- Ability to travel weekly throughout the state as work schedule requires.
- Effectively writes professional correspondence.
- Effectively reads and understands vision and audiology related reports.
- Ability to teach in person and/or virtual classes on vision or hearing loss related topics.

- ASL competency minimum skill level of Intermediate.
- Proficient in Braille.
- The staff member will be expected to work onsite at the WVSDB for some assignments on a monthly basis (specific day(s) will at the Superintendent and/or supervisor’s discretion).

An educational coordinator provides advice and expertise to help educational institutions, families, and students improve their learning outcomes. They work to identify problems, develop solutions, and implement changes.
The coordinator develops and facilitates services and supports that meet the needs and interests of students with both hearing and vision loss enrolled with Local Educational Agencies (LEAs) throughout the state. This coordinator collaborates with early intervention partners to support birth to three efforts which duties include but are not limited to:

EMPLOYMENT RELATIONSHIP:
WVSDB staff are employed upon the recommendation of the school’s superintendent to the West Virginia Board of Education and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. Designated employees paid under WVDE guidelines are “at-will” and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause or compensation. Coordinators are paid under the WVDE compensation schedule and are deemed “at will” employees.
The employment relationship between the WVSDB/WVBE and the employee may be terminated by either party. Reasons for termination by the WVSDB/WVDE include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need, or a lack or loss of funding.
CONDITIONS OF EMPLOYMENT:
Requires extensive travel, with the ability to work in person and virtually. May require attendance at after-school, weekend, and evening meetings and events.

Based on WVDE Salary Schedule Coordinator level, 261-day annual contract.
