This is an entry-level position which will be trained on how to perform the following duties. Under administrative direction of the Director of the Center for Threat Preparedness (CTP), is responsible for budgeting, reporting, and accounting of funding. Maintains current knowledge of federal and state laws, advisories, standards, and Generally Accepted Accounting Principles (GAAP). Manages financial data required in preparation and submission of financial applications, including the initial budgeting and subsequent reporting of federal award, and state funding. Direct and oversee financial administration of the CTP Offices’ funding ensuring the administration of budget and expenditures are closely monitored and reported in compliance with state and federal regulations and guidelines for accuracy, completeness, and timeliness. Collaborate with the Departments’ Grants Management Office, compiling and analyzing financial data of budget allocations and appropriate expenditure usage of those funds and correct any erroneous reporting. Conducts highly complex audits and develops/implements sampling procedures.

Prepare comprehensive reports that focus on the current financial and accounting status of the CTP Office and related sub-recipient grants i.e., progress of pending grant applications, any variances from accurate funding, payments, and expenditures. Prepare and provide weekly tracking reports to Program Managers and other grants management. Informs program staff of identified negative trends and reporting issues that need reconciled. On behalf of the CTP, acts as liaison between grants management and other external partners to accomplish budget objectives and resolve issues. Works with other agencies regarding shared funding and works through any close-out issues and provides closing balances to facilitate their closing and meeting grant requirements. Work with grants management to identify and address major technology related system problems and delays in reporting. Provides on-going support and guidance to grantees with questions and concerns throughout the grant period. Provides specific sub-recipient grant reports to address sub-recipient reporting issues and advised of required corrections before close-out and reporting of final balances,

In conjunction with financial report analysis and stated federal requirements, consults with office management regarding the financial status of on-going programs and any potential compliance and reporting issues. Throughout the budget period, audits sub-recipient grants through the initial allocation of funds, budget reviews, financial reporting of fund usage via invoices and expenditure reports and determination of compliance with cost principles and grant requirements to close-out. Responsibilities also include supervising office support staff and performing related work as required.

Minimum Qualifications

Training: Bachelor's degree from an accredited college or university with at least 24 semester hours in accounting.

AND

Experience: One (1) year of full-time or equivalent part-time paid professional experience in accounting, statutory accounting or auditing work.

OR

Substitutions: (1) Graduate coursework in accounting may substitute at a rate of 15 semester hours for one (1) year of the required experience. (2) Certification or registration as a Public Accountant in West Virginia may be substituted for the training and required experience.

Pay: $39,461.00 - $68,582.00 per year
