JOB
The Transportation Accountant/Auditor performs professional accounting duties in the accounting/finance division of an agency. Responsible for making basic journal entries, monitoring and reviewing budgets and expenditure schedules, making adjusting entries to general ledger accounts, gathering data and preparing financial statements, maintaining appropriate accounting records, and analyzing financial statements and reports for compliance with accounting guidelines and procedures. Supervisor provides general direction as to what is to be accomplished, quantity and quality expected of work product, deadlines, and priorities. Incumbent will use independent judgment in the interpretation and adaptation of policies and guidelines. Incumbent must use technical policies and guidelines. Has the ability to make day-to-day decisions in the position, but work is reviewed and approved by a manager. Performs other related duties as required.Pay Grade 16

EXAMPLE OF DUTIES
  • Accumulates document evidence in support of audit adjustments, recommendations, and reports• Prepares audit narrative reports and workpapers to support audit adjustments and recommendations• Reviews, balances, and reconciles accounting records• Makes basic journal entries, posts accounting data to general ledger accounts, records adjusting or correcting entries to the general ledger, and handles transferring and encumbering of funds• Compiles and prepares data for routine accounting reports• Maintains and reviews expenditure and budgetary control accounts, subsidiary and general ledgers, accounting journals, financial reports, batch reports, and other fiscal records• Evaluates efficiency and effectiveness of various programs and analyzes financial records for completeness and accuracy to determine compliance with state and federal laws, as well as with national accounting and auditing standards• Maintains knowledge of current trends and developments in the field• The work involves establishing criteria. Assessment of program effectiveness or investigating or analyzing a variety of unusual conditions, problems, or questions• Participates in formal classroom and on-the-job training to develop familiarity with state and federal rules, regulations, laws, and auditing methods and procedures• Travel may be required; therefore a valid driver's license is required.
SUPPLEMENTAL INFORMATION
REQUIRED TRAINING/EDUCATION Bachelor’s degree from a regionally accredited college or university with at least 24 semester hours in accounting. REQUIRED EXPERIENCEOne (1) year of full-time or equivalent part-time paid professional experience in accounting work.Substitution: Master’s degree in accounting may substitute for the required experience. ORSubstitution: Certification or registration as a public accountant in West Virginia may be substituted for the required training/education and experience.Promotional Only: One (1) year of full-time or equivalent part-time paid experience as a Transportation Accountant/Auditor Trainee.
