The Transportation Human Resources Specialist 2 performs full-performance highly specialized work at the division level within the Department of Transportation requiring the analysis, interpretation, and application of policies, procedures, laws, rules, and regulations specific to the operation of statewide human resources functions. Position requires the use of independent judgment in the interpretation and adaptation of policies and guidelines. This position will serve in the Administration Section, and will be a P-card holder. Complexity consists of higher- level various duties and many unrelated processes regarding established aspects of a technical, administrative, or professional field. Performs work under general supervision and is granted limited latitude for independent action. Pay Grade 14

EXAMPLE OF DUTIES
  • Ensures compliance with all applicable policies, procedures, laws, rules and regulations.• Works on job analysis projects for a variety of occupations; develops questionnaires and procedures for conducting desk audits, interviews, and data collection techniques; writes reports or class specifications; recommends major staffing patterns.• Develops examinations; researches the writing of test items or conducts validation studies.• Performs difficult or complex accounting or financial support work in general accounting and payroll; reviews and reconciles varied reports, computer generated materials and related data. • Reviews and analyzes federal and state regulations and local provisions regarding salary and benefit issues.• Provides technical information and direction regarding Memorandums of Understanding.• Provides technical information and instruction regarding procedures and methods involved in processing payroll; interpret and explain rules and regulations involving payroll.• Maintains human resources/payroll system, identifies program changes, prepares source documents, and monitors the coding of information. • Analyzes and maintains annual and sick leave accruals.• Reconciles, prepares, and distributes all W-2 information as well as any W-2 corrections as needed in conjunction with the WV State Auditor's Office.• Reviews proposed human resources actions for conformity to human resources policies and merit system rules and regulations; ensures timely processing of human resources transactions.• Evaluates job applicants' education and work experience in relation to established standards for admission to examinations and/or to compute applicants' scores on unassembled examinations.• Composes correspondence, job announcements, informational pamphlets, forms and work reports.• Investigates employee complaints or grievances; records facts and impressions of events; makes recommendations to employee and management on resolution of grievances.• Uses accepted job analysis methods to compile specific information on the duties, responsibilities and requirements of jobs in state government.• Identifies job class categories and writes class specifications, including classification and/or selection standards based on job analysis results.• Makes recommendations on the allocation of positions to classes and may recommend basic staffing patterns.• Works with approving, tracking, entering, and requesting information regarding employee benefits management.• Develops and validates a variety of employment examinations based on job analysis information and in accordance with legal and professional standards.• Collects and computes wage and fringe benefit data and assists in developing salary schedules and compensation plans and other payroll related duties.• Drafts and interprets uniform policies and operational procedures to ensure fair and equitable treatment of merit system employees.• Provides technical assistance and guidance to employees regarding issues such as disciplinary action, sexual harassment, supervision, performance management, grievance resolution and other personnel matters.• Reviews, distributes, and obtains signatures for proposed settlement agreements pertaining to classified Department of Transportation employees.• May act as a resource for policy and procedures of the Department of Transportation and Division of Highways• Personal contacts are with employees of the same agency, but outside the immediate organization. People contacted generally are reengaged in different functions, missions, and kinds of work.• May testify as an expert witness at grievance hearings or in courts of law when required.• Travel may be required; therefore, a valid driver’s license is required
SUPPLEMENTAL INFORMATION
REQUIRED TRAINING/EDUCATION Bachelor’s degree from a regionally accredited college or university. Substitution: Experience in human resources, payroll, bookkeeping, or accounting may be substituted for the required training/education through an established formula. REQUIRED EXPERIENCETwo (2) years of full-time or equivalent part-time paid experience in human resources, payroll, bookkeeping, or accounting.Substitution: Successful completion of graduate coursework from a regionally accredited college or university may be substituted for the required experience through an established formula. Promotional Only: Two (2) years of full-time or equivalent part-time paid paraprofessional experience as a Transportation Human Resources Specialist 1.
