Financial Reporting Specialist 3 - Commerce - Natural Resources - Kanawha Co.

Budget and Fiscal/South Charleston Headquarters Employee will provide complex accounting and financial system solutions for the agency, and will serve as the Supervisor for the Accounts Receivable Unit for the agency overseeing an estimated $100,000,000 of collections annually, overseeing all deposits, refunds, and agency revenue including reviewing and approving cash receipts (CR/CRI), imprest funds (GAX), refunds (GAXR), internal exchange transactions (IET) and intra-government transfers (IGT).
Employee will generate complex financial reports in wvOASIS for external and internal use,
Federal and State Auditors, Governor's office, WV Legislature, and other related parties. Employee will be required to research and respond to questions from the sections regarding financial reports. Employee will prepare year end closing books, comprehensive annual financial report including footnotes and disclosures, the financial portion of the annual report such as the statement of revenues, disbursements, investments, changes in cash balances, and recapitulation of funds, Wildlife
Endowment fund reporting, investment and recapitulation and money market pool reporting, Wonderful West Virginia Magazine reporting, schedule of revenue and expenditures of federal awards and grant claims reporting, along with other financial reporting as needed. Employee will monitor daily cash balances for investment purposes to determine sufficient cash for operating needs; will be responsible for the collection of the agency's annual 1099 report; and will review payment requests for bond projects. Will assist in training for field staff and prepare training materials.
Overnight travel may be required. Other duties as assigned by management will be required. Regular attendance is required.
Training: Bachelor’s degree from an accredited college or university and may require up to 24 semester hours in accounting. Preference may be given to applicants with CPA certification, a Master of Professional Accountancy or a Master of Business Administration.
AND
Experience: Three (3) years of full-time or equivalent part-time paid experience at a progressive rate performing one (1) year of work at the Financial Reporting Specialist 1 level and at least two (2) years of experience at the Financial Reporting Specialist 2 level.
OR
Substitution: Graduate course work in the above areas from an accredited college or university may substitute at a rate of fifteen (15) semester hours for every one (1) year of required experience. A CPA certification shall be considered equivalent to the required experience.
