ASSISTANT TREASURER, UNCLAIMED PROPERTY-WV STATE TREASURER'S OFFICE-KANAWHA CO.
Under administrative direction, this position directs, administers, and coordinates the activities of the Unclaimed Property Division in support of policies, goals, and objectives established by the State Treasurer by performing the following duties, personally or through subordinate managers. This position develops deadlines, projects, and work to be done along with the Deputy State Treasurer. This position plans and carries out the assignment, resolves most of the conflicts, coordinates work with others and interprets policy on own initiative. This position keeps the Deputy State Treasurer informed of progress, potentially controversial matters, or far-reaching implications.
Job Duties:
- Manages all areas of Unclaimed Property Division.
- Directs the preparation of goals and objectives for the Division.
- Guides and directs supervisors and employees in the receipt from holders and distribution of unclaimed property to the rightful owners.
- Develops and implements procedures and controls to promote communication and adequate information flow.
- Collaborates with Legal to draft legislation, testify before the legislature as necessary, and monitor legislative activity concerning unclaimed property.
- Provides legal analysis and support for Unclaimed Property claims, guidelines, procedures, contracts, and audits. Drafts legal documents and amendments to legislation, regulations, guidelines, procedures, contracts, and audits.
- Attends bankruptcy proceedings as needed.
- Coordinates with General Counsel and Deputy General Counsel on litigation and personnel issues as they arise.
- Reviews and monitors contracts with vendors in coordination with the Executive Director, STO Purchasing Division, and STO Legal Division as needed.
- Oversees program advertisement in coordination with the Marketing and Communication Divisions.
- Directs preparation and distribution of written and verbal information to employees.
- Establishes operating procedures consistent with WVSTO policies and ensures their execution. Analyzes and evaluates procedures to determine effectiveness.
- Reviews all levels of work performed within the division with supervisory personnel and holds supervisor and employee staff meetings as appropriate.
- Ensures that the responsibilities, authorities, and accountability of all direct subordinates are defined and understood.
- Discusses new and existing projects with supervisors to ensure cooperation and further define the nature of projects.
- Determines work procedures, directs preparation of work schedules, and expedites workflow.
- Assigns duties and periodically examines work for exactness, neatness, and conformance to policies and procedures.
- Assists staff to diagnose and solve work related issues.
- Analyzes division workflow and employee job duties to recommend reorganization or division restructuring.
- Evaluates the results of overall operations regularly and systematically and reports these results on a monthly basis to the Deputy State Treasurer and State Treasurer.
- Represents the WVSTO and Unclaimed Property Division at conferences and meetings.
- Maintains lines of communication with the Deputy State Treasurer and the State Treasurer pertaining to all activities in the division including vendor contracts, staff concerns, division structure, revenues, claims reviewed, claims paid and other information as appropriate.
- Reviews and recommends salary adjustments permitted within budgetary limits to the State Treasurer.
- Ensures that all Division activities and operations are carried out in compliance with West Virginia Code and court decisions with regard to abandoned property.
- Addresses personnel issues arising within the Division. Makes recommendations to the Deputy State Treasurer or State Treasurer regarding personnel matters, as needed.
Directly supervises the Executive Director and Executive Assistant in the Unclaimed Property Division. Responsible for the overall direction, coordination, and evaluation of the Unclaimed Property Division. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; reviewing employee performance; making recommendations for hiring, promoting, rewarding, and disciplining employees; addressing complaints and resolving problems.
Required Knowledge, Skills, and Abilities:
- Skill in examining procedures, formulating policy, and developing and implementing new strategies and procedures to maximize efficient processes.
- Knowledge of Unclaimed Property rules, regulations, practices, and procedures.
- Knowledge of the legislative process, to include drafting legislation.
- Ability to analyze complex problems, interpret operational needs, and develop integrated, creative solutions.
- Knowledge of current developments and trends in Unclaimed Property best practices, project management, and related technology.
- Skill in business and financial planning and management.
- Advanced verbal and written communication skills and the ability to present effectively to small and large groups.
- Demonstrated ability to successfully direct, coordinate, and strategically integrate multiple developmental, enhancement, and/or modification projects at an institutional level.
- Ability to effectively manage a large, diverse team of technical managerial/supervisory, professional, and support staff.
- Knowledge and understanding of organization structure, workflow, and operating procedures.
- Ability to effectively present information to top management and public groups.
- Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
- Demonstrates the ability to develop and implement short- and long-range systems, capacity, technology, and operational plans.
