Administration/Fiscal and Budget Under the supervision of the Budget Manager, apply revisions to division expenditure schedules and budgets when necessary. Process budget amendments by analyzing data, making informed decisions, and processing wvOASIS documents. Develop and process budget adjustment requests from agency sections. Produce the biweekly payroll exception report and correct associated errors to ensure accurate and timely processing for employees to be paid. Prepare various special accounting reports as needed. Analyze detailed accounting information and compose summary information. Compile reports involving complex data and information from various sources for the purpose of demonstrating the unit’s operational progress as well as overall efficiency and effectiveness of DNR’s programs utilizing wvOASIS within GAAP guidelines. Develop and prepare the agency’s annual appropriation request and expenditure schedule. Prepare budget narrative, program summary, and division program summary for the appropriation request. Compose expenditure schedules in wvOASIS. Develop revenue estimates for expenditure schedules and appropriation requests. Build revenue anticipations, allotments, and organization extension revenue items for the expenditure schedule and enter the information into wvOASIS. Revise capital program section budgets for various programs. Perform reporting, accounting and budgeting functions for the Law Enforcement Section including grants. Asset forfeiture reporting for DNR Law Enforcement Section to the WV State Auditor and Department of Justice's Equitable Sharing Portal. Quarterly financial reporting for DNR Law Enforcement Section to the Department of Justice's Grant System. Prepare WV Investment Management Board withdrawal transaction documents for the agency. Assist in the development and preparation of legislative fiscal notes. Track House and Senate bills for the agency. Request fiscal information on the impact on costs and revenues for each pertinent section of the agency. Submit fiscal notes into the Fiscal Note System used by Central Bill Drafting. Calculate fringe benefit ratios for use in federal grant fund drawdowns. Prepare and submit the Indirect Cost Proposal for the agency annually, to support reimbursements for agency federal grant programs. Update Federal Funds drawdown activity. Prepare the Schedule of Expenditures of Federal Awards (SEFA) reporting for year-end closing books. Attention to detail and ability to work under pressure to meet deadlines. Extended work hours may be required to meet budget cycle deadlines. Work independently with limited assistance and oversight. Assign, review and oversee the work of others.
