Administration - Property & Procurement Under the supervision of the Property & Procurement Manager, this position is responsible for over 9,500 fixed assets. Assets include: equipment, land, buildings, and capital improvements. The employee will perform a full range of assigned support duties related to the management of the agency's fixed assets. Must have a working knowledge of the WV Division of Purchasing's procurement and fixed asset policies and how they relate to the management of fixed assets. The employee will enter and maintain fixed asset records continuously in wvOASIS including substantiating the validity of assets; modifying records due to location changes; tagging fixed assets; and retiring assets in accordance with state guidelines for inventory control and management. The position carries out duties independently and will have discretion within established agency procedures and guidelines. The employee will work closely with all agency personnel and the West Virginia State Agency for Surplus Property (wvSASP). Employee will annually prepare the asset management certification cover sheet for the Agency Director's signature. Prepare and maintain the authorized representatives’ eligibility to participate in wvSASP surplus property program on behalf of the agency. Performs a physical inventory on a rotating yearly basis of agency facilities and fixed assets to maintain compliance as required by WV Code 5a-3-35. Assign inventory tags meeting dollar requirement levels, federal and special requirements, and special requests from end users. Coordinates all added property forms, transfers of equipment, and retirements within the agency. Good written and oral communication skills are required. Must have the ability to analyze and research discrepancies and resolve according to surplus property guidelines. Employee must be able to work independently with minimal supervision. Employee may be cross trained in other areas of the Property & Procurement office. Performs other duties as assigned. Regular attendance is an essential part of this position.
