The immediate supervisor for this position is the Workforce Programs Manager with additional supervision provided by the Division Associate Director. Under the supervision of the Workforce Programs Manager, this position provides complex administrative and operational work in managing the Division's Conrad 30/J-1 Visa Waiver program. The Conrad 30 waiver program allows J-1 foreign medical graduates (FMGs) to apply for a waiver of the 2-year foreign residence requirement upon completion of the J-1 exchange visitor program. See section 214(l) of the Immigration Nationality Act (INA). The program addresses the shortage of qualified doctors in medically underserved areas. This position will provide program area leadership, technical assistance, and coordination to assure the program's efficiency and improve the health status of rural underserved communities in West Virginia.  

 

The Immigration Program Specialist is responsible for ensuring foreign medical graduates (FMG's) in the Conrad 30/J-1 Visa Waiver Program, have complied with all State and Federal requirements.  The Program Specialist manages all aspects of the documentation required for their request to the Department of State Waiver Review Division for a waiver recommendation . The Program Specialist   reviews the  submitted data to ensure an error-free submission.    

 

This position is responsible for the administration, monitoring, tracking and reporting of program activities.  Regularly consults with leadership on highly complex individual situations that potentially have significant impact on systems or involve sensitive legal issues. Reviews and makes recommendations to improve the workflow and standard operating procedures of the program.  This position acts as lead worker for specific projects within the Division.   

 

The position requires attention to detail, a high level of communication skills both verbally and written, as well as customer service and interpersonal relationship skills.   All skills associated with leadership and staff development are highly regarded as well as networking and negotiation skill sets.

Training: Bachelor's degree from a regionally accredited college or university.
Substitution: Additional experience as described below may be substituted for the required training on a year-for-year basis.

Experience: Two (2) years full-time, equivalent part-time paid or volunteer experience in a technical or program area that is related to the area of employment.
Substitution: Post-graduate education in a field related to the area of employment may be substituted for the required experience on the basis of fifteen semester hours for one (1) year of experience.
OR 
Master's degree in social work from a regionally accredited social work program from a regionally accredited college or university.

Note: Appointment above the entry rate may be made at 5% for each six (6) months of successfully completed work as an intern in a practicum placement with the Department of Health and Human Resources for the Master of Social Work degree.
