This position serves as a project manager for complex technology projects for The Departments of Health, Health Facilities, & Human Services (statewide). The employee is required to work with various vendors and stakeholders to ensure all deliverables and milestones of a project are completed according to the terms of the contract and according to the overall scope and end goal of the project. This position works with various staff in the development, design, risk assessment and analysis and/or testing of various technology systems that may be used across The Departments (statewide). At times, may be asked to assist with processing equipment requests and approvals between the Departments, The Office of Shared Administration, The Office of Management Information Services and the WV Office of Technology. This position also assists with reviewing contracts and other procurement documents; file contract monitoring reports; may assist with obtaining quotes for technology purchases; serves as a technical writer and drafts complex specifications for technology procurements; participates in bid evaluations ensuring that vendor proposals satisfy the requirements of the procurement document. May be asked to assist with conducting market research and obtaining quotes. Performs needs analysis and feasibility studies; participates and takes the lead on reviewing and researching available technology systems and software offerings to make recommendations to fit agency end user needs; meets with agency staff at all levels to make recommendations for major and minor technology related systems, software, etc. May lead or participate in special projects involving information technology.
