INTERNAL AUDITOR SENIOR
WV STATE TREASURER'S OFFICE
KANAWHA COUNTY
Pay Range: $60,000 - $75,000
Under limited supervision, this position is responsible for completion of all audit test work and other tasks assigned by the Chief Internal Auditor and/or Audit Committee and assisting in issuing audit reports. Audits will help ensure the West Virginia State Treasurer’s Office (STO) complies with applicable Federal and State laws as well as internal policies and procedures.
Job Duties:
- Assist Chief Internal Auditor to determine audit scope and time budge to maximize resource efficiency and risk coverage.
- Provides onsite direction to staff members as needed to ensure timely completion of audits.
- Performs/reviews audit testing and prepares work papers according to audit program procedures to ensure professionalism of audit practices, ensure all required work is performed, and all findings have been clearly and accurately defined.
- Monitors and tracks management action plans established in response to audit findings and recommendations.
- May assist in evaluating performance of assigned staff to facilitate staff development.
- Develops and/or updates risk assessments used for completion of the annual audit plan/schedule.
- Develops necessary skills and knowledge by participating in various training opportunities.
- Assist in revising audit programs as necessary.
- Represents the STO at training, conferences and meetings as requested.
- Applies technological skills for efficiency in time and performance of internal audit activities.
- Provides assistance to divisions as needed or requested. This includes but is not limited to review of new/updated policies and procedures, new programs or services and implementing new regulatory requirements.
- Assists external auditors as needed.
- Performs other duties assigned by the Chief Internal Auditor.
None except for staff assigned to audits when acting as lead auditor.Bachelor's degree (B. S.) from four-year college or university in accounting or finance required; must have a minimum of 24 hours in accounting, including Intermediate Accounting and Auditing; three to four years related audit experience; or equivalent combination of education and experience. Professional certification i.e., Certified Public Accountant (CPA) or Certified Internal Auditor (CIA) is required. Internal Audit and data analytics experience are desirable.
Required Knowledge, Skills, and Abilities:
Knowledge of accepted accounting/auditing principles and practices including but not limited to GASB, FASB, IIA Global Internal Audit Standards, GAGAS (Yellow Book), and internal control frameworks (i.e. – COSO). Ability to perform complex accounting, budgetary, financial data, regulatory, and performance audits. Ability to define problems, collect data, establish facts, and draw valid conclusions. Proficient in Microsoft Office applications including but not limited to Excel and Word. Ability to use or learn automated audit work paper system with compatible Microsoft Windows products to complete audit programs. Ability to establish and maintain effective working relationships with division management/staff, state officials, and/or external auditors. Ability to communicate effectively, both orally and in writing.
