Position Summary:

The Business Systems, Logistics & Office Manager is responsible for maximizing technology solutions within the agency to improve efficiency, streamline workflows, and enhance service delivery. This role ensures that all available systems and tools—including Power BI analytics and case management platforms—are fully utilized by staff to support data-driven decision-making and operational effectiveness.

In addition to overseeing transportation and logistics operations, including child transport, family visitations, and supervision of the driver team—this position also manages the Quality Assurance (QA) team and office administration. The QA team plays a critical role in ensuring compliance, monitoring performance metrics, and supporting data integrity across systems. Office management responsibilities include oversight of day-to-day office operations, facilities, supplies procurement, and coordination of administrative staff to ensure a well-functioning and supportive work environment.

This role is pivotal in aligning technology, data analytics, compliance, logistics, and office management to drive measurable improvements in agency services and employee experience.

 

Essential Job Functions:

Technology & Business Systems Optimization (40%)

  • Lead the adoption and optimization of agency technology solutions, ensuring full utilization by staff.
  • Serve as the agency’s expert on case management systems, Power BI analytics, and workflow automation tools.
  • Identify underutilized tech solutions and implement strategies to increase adoption and impact.
  • Train and support staff on system functionalities, analytics tools, and best practices.
  • Collaborate with IT and vendors to troubleshoot issues, enhance systems, and advocate for improvements.
  • Work with leadership to use Power BI insights for operational decision-making and performance tracking.

Logistics & Transportation Oversight (30%)

  • Manage transportation and visitation services, ensuring efficient and safe child and family movements.

 

 

  • Supervise the driver team and transportation personnel, ensuring adherence to agency policies and safety regulations.
  • Optimize scheduling and routes for child transport and family visitations to maximize efficiency and reduce costs.
  • Ensure compliance with child welfare transportation policies and risk management protocols.
  • Implement and oversee technology solutions for scheduling, tracking, and reporting on logistics operations.

Office Management (10%)

  • Oversee daily office operations, including administrative staff supervision, supply management, and vendor coordination.
  • Ensure a smooth, efficient, and organized office environment that supports agency operations and staff needs.
  • Maintain office policies and procedures in alignment with agency standards and operational requirements.

Collaboration, Compliance & Performance Improvement (20%)

  • Directly manage the Quality Assurance (QA) team responsible for monitoring compliance, system use, and performance metrics.
  • Analyze trends from Power BI dashboards to drive continuous improvement in service delivery, data accuracy, and operational processes.
  • Ensure Critical Incident Reports (CIRs) are completed accurately and entered into the Incident Reporting Application System (IRAs) in a timely manner, in compliance with agency policy and regulatory requirements.
  • Oversee internal audits and system reviews to ensure adherence to agency procedures and regulatory standards.
  • Establish and monitor key performance indicators (KPIs) across logistics, technology use, and administrative operations.
  • Partner with leadership, case managers, and support teams to ensure seamless integration of systems, compliance processes, and workflow enhancements.
  • Promote a culture of accountability, innovation, and continuous improvement throughout the agency.

 

Qualifications


Essential Qualifications:

 

Experience and Competencies:

  • 7 years of experience in business systems, logistics management, operations, or a related field.
  • Deep knowledge of Power BI, case management systems, and workflow automation tools.
  • Proven experience in technology adoption and workforce training within a public sector or social services setting.
  • Strong leadership background, preferably managing teams in transportation, logistics, or technology adoption.
  • Understanding of child welfare agency operations and transportation regulations for children and families.
  • Exceptional problem-solving and project management skills, with a focus on data-driven decision-making.
  • Strong interpersonal and communication skills, with the ability to train and support staff at all levels.

 

 

 

 

 

 

  • Possess a current Background Clearance Screening Letter as required by DCF.
  • Valid Florida driver’s license and ability to obtain and maintain WestCare’s vehicle

insurance is required;

  • The ability to identify and evaluate an individual’s strengths, barriers, problems, and

needs for the development of a Wellness and Recovery Plan

  • The ability to write assessments, progress notes, discharge summaries, and other consumer related data
  • Knowledge of the inter-relationship among substance use, mental health, and primary care disorders
  • Knowledge and application of developmental theories
  • The ability to evaluate the impact of substance use and mental health problems on the

consumer’s functioning in major life area

  • The ability to coordinate and integrate multiple services, as well as interface and communicate with internal and external providers
  • The ability to provide information to individuals and families concerning alcohol or other drug abuse, mental health problems, and the available services and resources
  • The ability to identify the needs of a consumer that cannot be met by the counselor or agency and to assist the consumer/family to utilize the support systems and community resources available
  • The ability to identify crises when they surface; mitigate or resolve the immediate problem; and de-escalate the situation, including the ability to develop Safety Plans, as needed
  • The ability to assess the individual’s growth and development relative to normative development for his/her chronological age, including physical, emotional, cognitive, educational, and social development
  • Understanding of the relationship among mental health, substance use, physical health, and medication use on daily functioning
  • Understanding and application of federal, state, local and agency confidentiality rules and professional standards of conduct
  • Understanding of family dynamics, family roles, and family structure
  • Understanding of professional ethics, consumer rights, and professional responsibilities
  • Ability    to    communicate    appropriately    and    effectively    with    members    of    a multidisciplinary team
