Job Description Summary :
The Environmental Health & Safety (EHS) Administrator operates under the general supervision of the Safety, Health & Environmental (SHE) Manager. This position is responsible for overseeing all aspects of the contract’s environmental compliance and safety programs, ensuring alignment with Performance Work Statement (PWS) requirements, as well as State and Federal regulations. The EHS Administrator supports the entire logistics contract, encompassing multiple functional areas, including maintenance, supply chain operations, transportation, hazardous materials / waste management, and facilities.
Key Responsibilities :
- Administers the contract-wide environmental compliance program to ensure adherence to EPA, OSHA, State of Hawaii Department of Health (DOH), and installation regulations.
- Develops, implements, and enforces policies and procedures for hazardous materials (HM) and hazardous waste (HW) management across all logistics operations.
- Manages and inspects Hazardous Waste Shop Storage Points (HWSSPs) and Recyclable Material Shop Storage Points (RMSSPs) to ensure compliance with environmental standards and installation policies.
- Conducts weekly and periodic inspections of hazardous waste accumulation areas and maintains accurate records for compliance reporting.
- Serves as the primary liaison with the Directorate of Public Works (DPW) Environmental Division and external regulatory agencies, including the United States Environmental Protection Agency (EPA) and State of Hawaii DOH.
- Represents the contractor during environmental compliance inspections and promptly addresses deficiencies or violations.
- Coordinates spill response efforts and ensures proper training and documentation for spill containment and reporting.
- Assists the SHE manager in ensuring compliance with OSHA standards and Army safety regulations.
- May conducts risk assessments and safety audits across logistics functions, including supply chain operations, transportation, and maintenance.
- Develops and enforces safety policies and procedures, ensuring a safe working environment for all personnel.
- Supports emergency preparedness and response programs, ensuring readiness for environmental, safety, or hazardous material incidents.
- Serves as the contract’s Hazardous Material and Hazardous Waste coordinator, ensuring accountability and proper handling of all HM / HW.
- Oversees the implementation and maintenance of HM / HW training programs for all personnel involved in the handling or disposal of hazardous materials.
- Coordinates the proper disposal of hazardous waste, ensuring compliance with all regulations and reporting requirements.
- Tracks inventory, reconciles reports, and ensures corrective actions for overages, shortages, or noncompliance issues.
- Monitors facility conditions across all contract operations, ensuring safety, compliance, and readiness.
- Manages environmental and energy conservation initiatives, serving as the Building Energy Monitor to promote efficiency and compliance with installation policies.
- Reports non-functional or inoperative treatment collection facilities to DPW Environmental Division and ensures timely corrective action.
- Serves as the contract liaison for safety, environmental, and security audits or inspections.
- Supports cross-functional initiatives and may be cross-utilized across other job areas, including logistics, maintenance, and supply operations.
- May perform outdoor work and technical inspections under inclement weather conditions at various locations across the state of Hawaii.
- Maintains expertise and compliance across evolving environmental, health, and safety requirements and supports continuous improvement initiatives.
