JOB DESCRIPTION
JOB SUMMARY
We are seeking a detail-oriented, organized, and knowledgeable Labor Compliance (California Public Works, Federal Davis-Bacon, Federal Service Contract Act) and Payroll Specialist to join our team. The ideal candidate will be responsible for working on Prevailing wage job Certified Payroll Reports for Labor Compliance and also responsible for certain payroll processes, for ensuring accuracy in data entry, and otherwise training on these functions. This role requires proficiency in payroll software, Labor Compliance reporting platforms and an understanding of accounting principles. The Labor Compliance and Payroll Specialist will work closely with others to ensure timely Labor Compliance reporting and payroll processing.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
LABOR COMPLIANCE/PREVAILING WAGE/CERTIFIED PAYROLL
- Process and report certified payroll and prevailing wage for CA Public Works, Project Labor Agreements, Federal Davis Bacon, and Federal Service Contract Act jobs and work orders.
- Review weekly certified payroll reports to ensure accuracy and compliance with state and federal prevailing wage requirements.
- Submit weekly certified payroll reports through DIR, LCPtracker, owner portals, or other required platforms.
- Complete, submit, and manage labor compliance documents as necessary for each job.
- Ensure DAS 140 and 142 forms submitted for each jobs. Request Apprentices
- Conduct prevailing wage analysis to determine applicable wage tables for each construction project.
- Analyze fringes, prepare & submit training contributions and any apprentice Health & Welfare contributions to Account Payable for payment.
- Stay current with prevailing wage regulations and ensure accurate wage determinations.
- Liaison with subcontractors to ensure they meet Labor compliance requirements timely.
PAYROLL
- Train on and Participate in Processing payroll on time using the accounting system and ADP.
- Assist with calculating manual payroll checks or restitution checks when necessary.
- Perform data entry tasks related to employee hours and deductions.
- May assist to maintain employee records, ensuring all information is up-to-date and compliant with company policies.
- Collaborate with the accounting department to reconcile payroll between ADP and Accounting system
- Respond to employee inquiries regarding payroll issues, providing clear explanations and resolutions.
- Assist in the implementation of new platforms or processes.
- Conduct audits, reporting, or analysis as assigned.

QUALIFICATIONS
- Proven experience in Labor Compliance reporting, including experience with CA DIR eCpr system, LCP Tracker, eMars, Prism, and other Labor Compliance reporting platforms.
- Experience as a Payroll Assistant or Administrator or similar role, with a solid understanding of accounting.
- Proficiency in payroll software – ADP preferred.
- Strong data entry skills with a high level of accuracy and attention to detail.
- Excellent organizational skills and the ability to manage multiple priorities effectively.
- Strong communication skills, both written and verbal, to interact with employees, co-workers and subcontractors.
- Associate degree in accounting preferred.
Job Type: Full-time
Pay: $24.00 - $33.00 per hour
Expected hours: 40 – 45 per week
