The Human Resource Business Partner (HRBP) partners with specific areas of the organization to help leadership with overall human resource guidance including, but not limited to, overall talent management, recruitment, benefits education, leave support and team member relations. The HRBP provides support to the delivery of human resource services with specific responsibility for providing information to employees regarding policies and procedures, addressing general employee concerns and providing support to employees and management on HR related items. The HRBP will also be responsible for maintaining records and files of team member actions and assisting in ensuring that the Western’s human resource practices conform to all applicable regulatory requirements. The HR Business Partner performs the following functions consistent with the organization’s human capital strategy:
Policies and Programs
Administers a wide variety of policies and programs regarding team members (e.g. advertising positions, processing applications, recruitment, separation, verifying employment, orientation, etc.) for the purpose of conforming to agency policies, procedures and relevant laws and regulations. Research, analyze and interpret state and federal HR employment laws, rules, regulations, practices, policies and procedures. Provide input for revision and update of agency policies and procedures.
Communication
Communicates with other team members, managers, applicants and the public for the purpose of providing information and assistance concerning employment, procedures, team member records and related legal requirements.
Employee Experience
Leads the recruitment and onboarding experience to ensure a positive experience for all candidates and new team members. Partners with area management to assess training needs to ensure team member is confident in their position and continues to develop their skills at Western. Provides area leaders tools to lead their team to enhance trust, communication, efficiency and ensure a positive culture throughout all areas of Western.
Benefits
Assists team members in understanding the organizations benefits offerings. Assists members with leave requests and ensures leaders are kept up to date on leave schedules.
Correspondence, Documentation and Records Retention
Prepares correspondence, reports, forms and spreadsheets for various projects and requests. Ensures accurate and complete documentation is kept regarding team member’s employment and team member actions. Assembles, maintains and purges HR records and data for current and former employees as required by state and federal guidelines.
Recruitment Support
Manages the recruitment process for positions within their assigned areas. This includes management of our applicant tracking system, communication with hiring managers, initial screening of applicants, interview coordination, background check assistance, offer correspondence, and onboarding. Works closely with Human Resources Manager and hiring managers to ensure effective and efficient related processes and communications are in place. Ensures compliance with regulations and practices in relation to recruitment efforts.
Project Support
Provide support, as needed, on HR projects and initiatives such as annual enrollment, learning and organizational development initiatives, administrative support, and miscellaneous HR related assignments.
Experience and Education: Requires a bachelor’s degree with a major in human resource management, business administration, management, or closely related field, and two years of HR work experience. Previous HRIS experience with strong analytical capability is a plus.
This is a full-time in-office position with benefits and will be located in West Fargo, ND or Devils Lake, ND.
