Whatcom County seeks an experienced Special Projects Manager to oversee all phases of assigned multi-million dollar capital improvement construction projects and large-scale renovations and remodels to various County buildings and properties. This key position requires technical aptitude, excellent organizational abilities and communication skills. Successful planning and collaboration with a variety of stakeholders is required.
ESSENTIAL JOB DUTIES
- Prepares and manages land-use permits for complex projects, including institutional, industrial, and large-scale construction. Ensures compliance with zoning and regulatory requirements, preparing detailed reports for decision-makers. Works with Jurisdictions Having Authority (JHA) on permitting, permitting conditions, or negotiations of permit conditions.
- Develops and implements short- and long-term plans for County facilities, ensuring alignment with organizational goals. Promotes teamwork across divisions, identifies and addresses obstacles, and recommends solutions to achieve project success.
- Manages all aspects of assigned capital improvement construction projects and remodels.
- Develops requests for proposals/qualifications. Coordinates the bidding process, pre-bid conferences and walk-throughs. Makes recommendations on the issuance of contracts. Negotiates and prepares contracts for service. Works closely with other County departments and community partners during contract development to assure legal compliance, work performed, progress of project, cost and schedule, and resolution of contractual issues. Monitors expenditures within approved budgets, negotiate contracts, and ensure compliance with grants and interlocal agreements.
- Oversees and coordinates the design and permit process and work of contractors, engineers, architects, and other personnel to assure efficient and economical use of funds, personnel, materials, facilities, and time. Coordinates design, specification and construction meetings.
- Coordinates projects with tenants and staff, keeping the end users informed of the schedule and process. Works closely with County Departments on plan and project development, space planning, construction costs, and timelines.
- Conducts site inspections and keeps management informed as to the progress of projects and of any developing problems, recommending alternative courses of action to mitigate such problems. Makes recommendations on change orders as necessary.
- Updates electronic record drawings, creates floor plans, and develops concept drawings.
- Provides technical expertise, consultation, and team leadership to develop creative solutions for complex organization-wide issues.
- Plans, conducts and presents at project related meetings, including public meetings.
- Responds to inquiries and complaints with a focus on public service and accountability. Represents the County at public meetings and effectively communicates technical information to non-technical audiences.

Required:
Bachelor's Degree in Engineering, Construction Management, Planning or a related field.
- 5 years of project management experience in building construction projects or Senior level Land Use Planning
Proficiency with AutoCAD and/or Revit preferred.
Must have a driving record that meets County standards and posses a valid driver's license at time of hire and throughout employment and be able to meet all traveling requirements of the position in own vehicle.
Must be eligible to cross between the United States and Canada.
Background check must meet County criteria for security sensitive positions.
Must pass job-related tests.
