Description

PURPOSE OF CLASSIFICATION
The purpose of this classification is plan and manage the operations, staff and resources of the County Animal Shelter.

Examples of Duties

ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Plans and manages shelter operations; develops and implements policies and procedures; develops and administers the Shelter’s budget; obtains and allocates needed resources, equipment and supplies; and assesses operations and services and implements needed changes.

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Receives, classifies and cares for animals in the Shelter’s custody; evaluates animals and determines placement; cleans, feeds and waters animals; classifies animals as diseased or dangerous; schedules and conducts euthanasia on animals as appropriate; and disposes of euthanized animals according to health and sanitary standards.

Reviews and prepares paperwork, records and documentation; calculates animal dispositions; enters information into department databases; updates databases and spreadsheets; prepares and/or processes purchase orders and budgeting information; maintains department files; and reviews and prepares monthly and annual reports.

Supervises the shelter’s inventory management activities; ensures accurate and up to date inventory of equipment, materials and supplies, including controlled substances; and procures supplies as needed.

Receives incoming calls and visitors; responds to inquiries; provides information; advises citizens of animal control issues, animal care, humane treatment, rabies precautions and other related topics; coordinates animal adoptions; and receives and returns animals to/from owners.

Directs and participates in the cleaning and maintenance of Shelter cages, facilities, equipment and vehicles; and delivers animal traps.

Establishes and maintains effective working relationships with a County-retained veterinarian, the Sheriff’s Department and other County agencies; coordinates operations and plans; and ensures effective use of resources.

Develops and implements standard operating procedures for disaster plans involving animal control issues; and coordinates activities with the County Emergency Management Agency.

Operates a personal computer and general office equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database or other system software; and operates animal control equipment and materials.

Typical Qualifications

MINIMUM QUALIFICATIONS
Associate’s degree with course work emphasis in business management or a related field; supplemented by three years of progressively responsible animal control experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver’s license.

DESIRED QUALIFICATIONS
Previous experience with animal adoption programs, spay and neuter programs and/or no kill shelter will be a plus but not required.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.

Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
