What are the responsibilities and job description for the Grants Administrator position at Williamsburg County Government?
Under general supervision, develops, coordinates and administer grant programs for Williamsburg County. Administers grant writing activities for special projects as assigned. Performs related work as assigned. Reports to County Supervisor.
ESSENTIAL FUNCTIONS:
· Administers grant-writing activities for the County, including overseeing and assisting with the writing of grants. Writes grant applications according to format required.
· Maintains correspondence with local, state, and federal officials and the general public regarding grant programs.
· Reviews incoming federal correspondence and various state documents and policies.
· Prepare short and long-range goals, objectives, and priorities for grant activities.
· Responsible for administering the budgets for all federal, state and local grants.
· Reviews literature dealing with funds available through grants from governmental agencies and private foundations to determine feasibility of developing programs to supplement local annual budget allocations.
· Discusses program requirements and sources of funds available with administrative personnel.
· Confers with personnel affected by proposed program to develop program goals and objectives, outline how funds are to be used, and explain procedures necessary to obtain funding.
· Works with fiscal officer in preparing narrative justification for purchase of new equipment and other budgetary expenditures.
· Submits proposal to officials for approval.
· Writes grant application and submits application to funding agency or foundation.
· Meets with representatives of funding sources to work out final details of proposal.
· Directs and coordinates evaluation and monitoring of grant-funded programs. Or writes specifications for evaluation or monitoring of program byoutside agency.
· Assists department personnel in writing periodic reports to comply with grant requirements. Maintains master files of grants.
· Researches, procures and administers grants for department programs and projects. Compiles information for and prepares programmatic and fiscal reports as required. Monitors funding sources to identify funding opportunities.
· Completes special projects as assigned, which may include research assignments, project development and management, resource identification, and special reporting assignments.
· Attends meetings; serves on committees as appropriate.
· Prepares and/or processes various documents including general orders, grant reports, analytical reports, grant applications forms, memos, correspondence, etc.
· Refers to policy and procedure manuals, codes, statutes, laws, etc.
· Operates various types of office equipment, machinery and tools in the performance of duties such as a computer, printer, adding machine, fax machine, copier, telephone, etc
ADDITIONAL FUNCTIONS:
Perform general clerical work as required, including typing reports and correspondence, entering computer data, copying and filing documents, answering the telephone, sending and receiving faxes, etc. Perform other related duties as required.
KNOWLEDGE OF JOB:
Is knowledgeable in the methods, policies and procedures of the county pertaining to specific duties of the Grants Writer. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Has thorough knowledge of the County's organization and related departments and agencies. Has the ability to comprehend, interpret and apply regulations, procedures and related information. Has knowledge of the law enforcement accreditations agency. Has thorough knowledge of grant procurement and administration methods; is able to keep abreast of funding opportunities. Has knowledge of research and reporting methods. Is able to plan, coordinate and execute special projects as assigned. Has excellent interpersonal, administrative, organizational, research and project management skills. Has knowledge of modern office practices and equipment. Has knowledge of proper English usage, vocabulary, punctuation and spelling; has knowledge of basic mathematics. Is able to type accurately at a rate sufficient for the successful performance of assigned duties. Knows how to operate and maintain a variety of office equipment as necessary in preparing reports and correspondence. Is able to read and interpret various materials pertaining to the responsibilities of the job. Is without the need of direct supervision. Is able to use independent judgement in performing routine and non-routine tasks. Hass the ability to plan, organize and prioritize daily assignments and work activities. Is able to offer assistance to fellow employees as necessary. Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Knows how to perform duties courteously and with the utmost integrity in the public's best interests. Is capable of working under stressful conditions as required. Knows how to react calmly and quickly in emergency situations.
