Wilson Engineers is an Arizona-based firm with a staff of more than 180 personnel specializing in water and wastewater engineering and construction management. We are seeking an experienced Preconstruction Manager to join our team. This position will work onsite in our Tempe office and is not remote nor hybrid.
The ideal candidate will oversee preconstruction activities during the design phase of projects, to ensure successful transition to the construction phase. This includes assisting in coordination with the engineering design team, client, contractor(s), and other stakeholders to ensure preconstruction services are performed; ensure project schedules are maintained; oversee cost model and Guaranteed Maximum Price review process. The ideal candidate has experience with construction management in water / wastewater treatment, desires continued career development and is a strong communicator and collaborator.
Essential Duties and Responsibilities
Project Oversight and Coordination
- Collaborate with project managers, engineers, clients, and other stakeholders to understand project technical requirements and details
- Monitor and ensure that all preconstruction tasks are completed by internal teams, contractors, and other stakeholders within defined timelines.
- Facilitate collaboration between engineering design team, client, and contractors to address issues proactively and maintain project alignment.
Cost Estimation and Budget Validation
Review estimates, cost models, and Guaranteed Maximum Price (GMP) documents, and CPM schedules prepared by General Contractors and CMARs, to ensure accuracy, and compliance with Contract documents and project goalsValidate assumptions, cost breakdowns, and risk allocations presented in cost models and GMP proposals.Prepare comments / resolution documents and present to project team for collaborationOversee the bid process performed by contractors. Review and evaluate bids and bid solicitations from contractorsIdentify and mitigate potential risks during the preconstruction phase to safeguard project outcomes.The ability to prepare quantity take-offs and pricing of scope either through self-perform production-based estimate or unit price estimating to prepare engineer’s estimates for water / wastewater projects is a plus.Constructability Review and Design Optimization
Conduct detailed constructability reviews of drawings and specifications to identify potential design conflicts or inefficiencies.Collaborate with Contractors to provide recommendations for design adjustments to enhance buildability, cost-effectiveness, and project execution.Collaborate with design teams to incorporate value engineering solutions into project plans.Stakeholder Engagement and Communication
Act as the primary liaison between clients, design teams, and construction teams during the preconstruction phase.Lead preconstruction meetings to provide updates, resolve conflicts, and ensure project alignment across all parties.Build and maintain strong relationships with clients, contractors, and other stakeholders to support project success.Requirements
Education and Experience :
Bachelor’s degree in Civil Engineering, Construction Management, or a related field.Minimum of 5 years of experience in preconstruction, estimating, or project management, preferably within an engineering or construction firm.Experience working in the water / wastewater design or construction industry is preferredProven experience reviewing construction management plans, reviewing and evaluating GMP proposals for projects in the water / wastewater construction industrySkills and Abilities :
Strong knowledge of construction methodologies, cost estimating, and project budgetingEffective verbal and written communication and negotiation skills and presentation abilities.Team oriented and have the ability to work well with others.Ability to develop and maintain key client and industry relationshipsProactive and self-motivated individual able to meet challenging time constraintsAbility to solve problems and resolve challenges and difficult situationsProficient in Microsoft Word, Excel, and Outlook softwareProficient in preconstruction software (e.g., Procore, Bluebeam, On-Screen Takeoff) and scheduling tools (e.g., Primavera P6, MS Project).LI-DH1
