Job Summary
The primary objective of the Workforce Development Digital Skills Specialist is to empower individuals with the knowledge, tools, and digital skills they need to enhance their employability and achieve sustainable, long-term employment. This role involves teaching both group and individual classes on computer skills, tailored to meet the diverse needs of participants. The Specialist focuses on serving individuals in Allegheny and Westmoreland County, particularly those facing significant employment barriers due to social determinants of health.
ESSENTIAL FUNCTIONS
Curriculum Development:
- Develop a basic curriculum that covers essential computer skills, simple software programs, internet use, and job searching online.
- Create easy-to-follow, engaging lesson plans designed for individuals with little to no computer experience.
- Regularly update and improve the curriculum based on participant feedback and new technology developments.
Instruction and Training:
- Conduct classroom and one-on-one training sessions, ensuring that each participant understands the material and can apply the skills learned.
- Teach basic computer operations, including using the keyboard and mouse, navigating the operating system, and managing files and folders.
- Provide instruction on essential software programs such as word processing, spreadsheets, and email.
- Guide participants on effective internet usage, including browsing, online safety, and utilizing job boards and other employment resources.
- Offer support and troubleshooting assistance to participants as needed.
Participant Support:
- Assess the individual needs of participants and adapt teaching methods to suit different learning styles and levels of understanding.
- Foster a supportive and inclusive learning environment where participants feel comfortable asking questions and seeking help.
- Track participant progress and provide constructive feedback to help them improve.
Community Outreach and Scheduling:
- Collaborate with local organizations and community groups to promote the IT training program and recruit participants.
- Conduct community outreach to raise awareness about the importance of digital literacy and available Workforce Development Programs.
- Schedule training sessions in both Workforce Innovation and Opportunity Network (WIN) offices and community locations to maximize accessibility.
- Participate in community events and outreach activities.
Workforce Development Collaboration:
- Work closely with Workforce Development Coordinators to identify individuals who would benefit from different Workforce Development Programs (WDP).
- Assist in the evaluation and selection of participants for various WDP offerings.
Administrative Duties:
- Maintain accurate records of participant attendance, progress, and outcomes.
- Prepare reports on program effectiveness and provide recommendations for improvement.
- Assist in the evaluation and selection of teaching materials and resources.

PHYSICAL/ENVIRONMENTAL DEMANDS
- Well-lighted, heated and/or air-conditioned indoor office or vehicle setting with adequate ventilation.
- Light physical activity performing non-strenuous daily activities of an administrative nature.
- Ability to lift up to 50-75 lbs.
- Manual dexterity sufficient to reach/handle items and work with the fingers.
- Close vision (clear vision at 20 inches or less) especially working with computers/monitors; and that required for driving.
- Moderate noise (examples: business office with computers and printers, light traffic)
POSITION QUALIFICATIONS
- Preferred Education — Bachelor’s degree in Information Technology, Computer Science, Education, or a related field.
- Preferred Experience — Proven experience in teaching or training, particularly in IT or computer-related subjects.
- Experience working with individuals from diverse backgrounds and with varying levels of computer literacy
- Strong understanding of the challenges faced by individuals with economic hardships, mental health diagnoses, IDD, SUD/OUD, and reentry populations.
- Excellent communication and interpersonal skills, with the ability to build rapport and maintain positive relationships with diverse stakeholders.
- Highly organized, proactive, and able to manage multiple tasks and priorities effectively.
- Ability to work collaboratively as part of a team and independently with minimal supervision.
- Passion for making a positive impact in the lives of individuals and the community.
- Availability to work flexible hours, including evenings and weekends as needed.
- Required Proficiencies – Microsoft Office Suite, Experience CRM Platforms and Case Management Softwares.
- Valid Driver’s License and reliable transportation.
- Must be able to pass a pre-employment drug screen, background checks and clearances.
