This position starts at $2,658.76/bi-weekly (DOQ) with advancement up to $3,616.47/bi-weekly.

Characteristics of Class:
Under general direction of the Health and Human Services Director, this position supervises and directs the income maintenance unit.  Develops, interprets, and assesses policies, assumes responsibility for the maintenance of standards within the income maintenance unit towards the agencies total objectives; and performs related work as assigned.  Work is performed in an office setting. 

Supervisory Controls:
Employee works on own initiative with considerable latitude for the exercise of independent judgment.  Work is reviewed through conferences, written reports, objectives achieved and quality controls of the Federal and State regulatory agencies.

  • Supervises income maintenance staff. Supervises staff involved in chemical dependency funding, financial eligibility determinations, and treatment placement coordination.
  • Responsible for childcare assistance program as well as the staff who process applications, assess fees, complete background checks, and issue childcare assistance benefits in Winona County.
  • Analyzes, evaluates, modifies and develops for implementation, procedures involved in the administration of the Income Maintenance programs.
  • Implements policies within Federal, State and County regulations through conferences and staff meetings.  Reviews and interprets appropriate program rules and regulations.
  • Coordinates the activities of various financial assistance programs, including childcare assistance, Minnesota Family Investment Program (MFIP), all Health Care Programs, and Supplemental Nutrition Assistance Program (SNAP) and consults with other unit supervisors to coordinate financial assistance activities.
  • Participates in meetings with community organizations and state agency personnel to assist in interpreting policies and programs identifying needs and communicating the program impact.
  • Fosters the professional development of staff through orientation programs, in-service training and planned use of supervisory and consultative services.
  • Develops performance standards and evaluates staff performance and recommends assignment of personnel.  Develops and directs an orientation program for new staff.
  • Assists in the development of the budget and procurement of funding. Compiles facts and statistics to prepare financial reports.  Prepares special studies and surveys as required.
  • Provides and presents management information to the County Board and department administration.  Participates in the administrative management of the department.
  • Represents the department at meetings and conferences with other agencies and/or individuals about areas of joint administration or concern.  Meets with community groups or professional groups to explain the financial assistance programs administered by the department.
  • Makes decisions regarding clients' emergency situations not clearly covered by program regulations.
  • Any other duties as assigned. 

Required Knowledge, Skills, and Abilities:
Any combination of training and experience providing the following knowledge, skills, and abilities. 

    For Pre-Employment: 

    • Graduation from an accredited four-year college/university with a major in social work, psychology, sociology, business administration, public administration or related fields, and three years’ experience as a Financial Worker (Eligibility Worker) or equivalent level experience.
    • At least one year of progressively responsible experience in an administrative or supervisory capacity in human services, eligibility work or child support or closely related field.
    • Ability to objectively and effectively evaluate staff performance.
    • Ability to motivate staff to function at their highest level.
    • Ability to organize and direct workflow in the most efficient manner.
    • Ability to establish and maintain positive, effective working relationships with staff, clients, county board members and the community.
    • Proficient use of computer software such as Microsoft Windows Applications; Word, Excel, Access, and Outlook.
    • Ability to understand and effectively carry out complex oral and written directions.
    • Ability to communicate effectively, both in writing and orally.
    • Ability to plan and organize work effectively.
    • Ability to make sound decisions.
    • Must pass a personal background investigation.
    • Must possess and maintain a valid driver's license.
