Position Overview:
The Director of Financial Operations and Reporting is responsible for organization wide leadership and oversight of financial operations and reporting, as well as forecasting and long-term planning. The Director is an integral part of the Winona Health team, identifying and communicating relevant financial and operational information and analyses to support and inform strategic decisions. This leader is responsible for the development and compliance with accounting policies and procedures, proactively addressing technical accounting activities and oversight of general ledger, payroll, and accounts payable operations. The Director ensures the integrity and compliance of all internal and external financial reporting, the compliance and coordination of all audit requirements, as well as tax and other regulatory filings (e.g., 990s, Cost Report).
Essential Duties & Responsibilities:
- Ensures the system-consolidated financial statements are processed timely and accurately on a monthly basis including all entries and reconciling accounts.
- Produces monthly, quarterly, and annual financial reports consistent with system accounting policy, GAAP, and FASB pronouncements.
- Reviews, analyzes, and interprets financial and statistical data for the CFO and operations leadership to support effective decision making. Helps identify strategic growth and cost savings opportunities.
- Maintains and develops accounting policies while ensuring procedures are in place to validate the financial reporting compliance.
- Works collaboratively with the CFO, finance team, and operations leadership in the development and monitoring of effective internal controls over financial reporting and compliance with accounting policies and procedures.
- Interfaces and coordinates with the external audit firm(s) on all matters of GAAP.
- Leads the annual audit process by working directly with the external auditors ensuring the audit timeline is in compliance with regulatory requirements as well as appropriately scheduled. Ensures appropriate audit support and work-papers are prepared accurately and timely.
- Leads the tax filing and preparation of all 990's, the Medicare Cost Report, and other state and federal filings as required, coordinating with the external accounting and tax experts.
- Responsible for treasury functions as directed by the CFO. Manages cash levels for the organization, reviews, and reconciles investment accounts, and participates in investment manager oversight and review.
- Develops appropriate training, resources, and programs regarding financial and accounting issues for operational leaders and ensures that these resources and programs are effectively used and in place.
- Champions the development and analysis of rolling quarterly forecasts. Assists in monitoring performance against the forecast and review of forecasting assumptions.
- Researches technical issues designed to maintain financial reporting in accordance with GAAP and FASB pronouncements. Stays current with federal, state, and local regulations.
- Ensures the system's position and treatment of accounting issues are appropriately documented for CFO and external auditors.
- Interfaces with internal and external computer services to ensure financial accounting, control, and reporting needs are being met.

Skills and Experience:
Required:
- Bachelor’s degree in Finance, Accounting, or Business/Healthcare related field required and 5 years related experience in public accounting and/or healthcare financial accounting
- Knowledge of external reporting (GAAP) requirements, internal controls, and strong analytical, communication, and presentation skills with the ability to interpret and share data with internal and external customers at a a level understood by intended audience
- Advanced computer skills in Word, Excel, Access or other database, PowerPoint, and Outlook.
- Ability to research, plan, organize, and oversee short and long-term projects, programs, and initiatives. Knowledge of various data systems used in healthcare
- Ability to effectively manage multiple priorities in a fast-paced environment
- Ability to effectively interact with customers to understand their needs and explain data
- Ability to train, supervise, and mentor staff
- Ability to establish and maintain positive working relationships
Preferred:
- CPA Designation is preferred
- Knowledge and experience with Lean and leading process improvement activities
