We are assisting our client, A.J. Manufacturing Inc., with the recruitment and selection of a hands-on Human Resources Manager (HR Manager).
AJ Manufacturing, located in Bloomer, Wisconsin, specializes in producing high-quality insulated doors and windows. Founded in the late 1960s, AJ Manufacturing has built a reputation for continuous improvement, innovation, and on-time delivery. They offer a range of products including access doors, pressure relief doors, storm doors, walk doors, thermal windows, and utility windows.
The HR Manager is responsible for the achievement of organization objectives through the development, implementation, coordination, and administration of all human resource programs and functions at the Company. Includes recruitment and selection, employee relations and engagement, performance management, wage and salary administration, training and development, benefit administration, safety, and employee services. Advises leadership on compliance with employment regulations and related risk management. Balances employer and employee interests effectively.
This position reports directly to the Company President and is required to be in-person at the company headquarters in Bloomer, WI.
Essential Duties and Responsibilities:
- Works closely with the Leadership Team to set the course and direction of the human resource function. Serves as a strategic business leader in establishing and maintaining a corporate culture that supports constructive relationships between employees and the Company. Responsible for long-range strategic planning, budgeting, and development of operational plans for the HR function.
- Develops and recommends programs, policies, procedures, and controls regarding employment issues to support Company goals and objectives. Analyzes manpower requirements, absenteeism, turnover, and other HR statistics. Prepares statistical reports on HR metrics for management on a periodic and as-requested basis.
- Develops and manages the recruitment-selection process to ensure that properly qualified candidates are hired in an efficient, timely, and legal manner (exempt, non-exempt and temporary). Works with managers to understand their recruiting needs and ensure their competence in the selection process.
- Develops and conducts new employee orientation sessions to ensure the smooth and successful transition of new hires into the Company.
- Prepare, issues, and periodically updates the Employee Handbook and other policy manuals to ensure consistent application of human resources policies throughout the Company. Assists management in the interpretation and administration of policy. Informs employees of any changes/updates.
- Assists managers with assessment and resolution of employee relations issues as needed. Is knowledgeable of resources available and regulatory parameters for problem solving. Provides oversight and objective opinions, involves other professional services if needed.
- Provides for the efficient and effective administration of employee benefits plans including health, dental, vision, life, and disability insurance, time-off, retirement plan, cobra, and the employee assistance program. Researches and recommends changes in benefits that are of value to employees and are cost-effective to the Company.
- Develops and directs the Company’s wage and salary policies to attract and retain competent employees. Includes the designing and/or maintaining a job evaluations system, external equity analysis, compensation plans for non-exempt, sales and management, and compliance with governmental wage and hour regulations. Responsible for salary administration and development of pro-forma projections for increases.
- Develops and administers appropriate performance management techniques and systems to assist managers, supervisors, and employees in the optimum utilization of their skills and abilities in meeting Company objectives.
- Works closely with manager to assess and resolve performance problems. Develops and administers corrective actions process. Assists managers as needed with developing performance improvement/accountability plans for employees, follow up on results, and if necessary, coaching them on the termination process.
- Analyzes training needs and develops, coordinates, and/or conducts training programs to address those needs. Utilizes external trainers when appropriate,
- Develops procedures and administers Workers’ Compensation program according to regulatory requirements. Works closely with WC insurance company representatives, occupational health providers, and employees’ physicians to determine extent of employee injuries/illnesses and their fitness to return to work. Consults with attorneys and represents the Company in cases involving litigation.
- Works closely with the Company’s Safety Committee to develop and implement the Company safety program. Includes compliance with OSHA industrial standards (e.g. noise, air quality, and related tests), right-to-know training, documentation, and record keeping.
- Investigates internal complaints regarding discrimination, harassment, safety concerns, and other workplace conflicts. Responds to EEO, OSHA, FMLA and wage and hour complaints. Consults with Company attorney when necessary.
- Represents the Company in unemployment compensation insurance matters.
- Ensures the systems are in place to efficiently, confidentially, and effectively maintain legally required and other important records on employees and human resources programs and activities. Ensures required government reporting is conducted (e.g. EEO-1, OSHA 300, first reports of injury, etc.).
- Maintains the employee records (e.g. pay rates, withholding tax filing status, deductions, etc.) in the Company’s payroll system.
- Stays current in field by reading published information and attending authorized seminars and conferences.
- Other duties as assigned.

Education and/or Work Experience Requirements:
- Bachelor’s degree in business administration, human resources or related field.
- Minimum of 5 years of human resources experience, with experience in the manufacturing industry preferred.
- SHRM-CP, SHRM- SCP, PHR or SPHR certifications preferred.
- Experience working with employee relations, selection, compensation, performance appraisal, training and development, employee benefits, wage and hour compliance, policy development, and safety concerns.
- Ability to apply knowledge in policy development, compensation analysis, performance management, employment laws, and employee benefits plans.
- Skills in writing, mathematical computations, using work processor and spreadsheet programs, making presentations, and resolving conflicts.
- Ability to plan, prioritize, and organize work effectively, work under pressure, analyze problems, propose solutions, make decisions, and follow-up.
- Must be licensed and insurable to drive, and able to travel between locations regularly
Physical Requirements:
Ability to perform the essential functions of the position including, but not be limited to the following:
- Office environment – use of office equipment including computer, telephone, copier/printer.
- Ability to sit at a computer for an extended period.
- Frequently required to walk, stand, stoop, kneel, crouch, or crawl.
- Some time will be spent at various manufacturing locations where a minimal exposure to injury exists.
- Occasionally lift and/or move up to 10 pounds and occasionally lift and/or move up to 20 pounds.
- Hours of work are generally during regular business hours and average at least 45 hours a week.
- There will be some variation in work hours due to employee shift schedules, special projects, deadlines, employee needs, and other concerns. Occasional out-of-town and overnight travel may be required for business and education.
