What are the responsibilities and job description for the Institution Complaint Examiner position at Wisconsin Department of Corrections?
Position Summary
This position will conduct investigations and resolve complaints from persons in our care (PIOC) on institution rules, policies, practices, and individual staff actions. The incumbent will also provide other investigative services for the Warden/designee, other institutions by request of the Warden, Department of Corrections, Division of Adult Institutions, and work with law enforcement agencies on other investigations assigned. The incumbent will make recommendations to the Warden regarding disposition of complaints and other investigations, initiate necessary action to implement the decision, and monitor until its completion. This position provides assistance and direction in the provision of advocate services to PIOC charged with major rule violations, maintains files and records on all investigations, conducts orientation on the Inmate Complaint Review System (ICRS) for PIOC, responds to correspondence, and monitors the climate of the institution.
Salary Information
This position is in pay schedule and range 81-04 with an annual salary of $42952 to $79144. Pay will be set in accordance with the Compensation Plan and Wisconsin Administrative Code in effect at the time of hire. A probationary period is required.

- Interpreting, implementing, and monitoring investigative resolutions, corrective actions, policies and procedures to ensure compliance, as well as responding to inquiries and questions (e.g., from staff. managers, agencies. the general public, other appropriate parties)
- Conducting and/or coordinating investigations utilizing investigatory techniques (e.g., interviewing techniques, handling and preserving evidence, record keeping, reports)
- Interpreting laws, rules and organizational policies (e.g. to staff and others including the general public)
- Reviewing and analyzing investigative findings of cases (such as those involving complaints, criminal and/or other legal or policy matters) for accuracy, compliance, thoroughness, and appropriateness of recommended solutions for administrative action and resolution
- Responding to litigation and providing assistance for other staff responding to litigation requests as needed in the criminal justice field
