Position Summary

This position is responsible for the development, implementation and management of comprehensive and politically sensitive region-wide service programs. This includes the responsibility for program development and planning, implementation of programs according to procurement policies and procedures, collection of data to analyze and evaluate program effectiveness, management of multi-disciplinary programs and contract staff, communicate with County/City government officials and local law enforcement on behalf of the Department, forecast latest trends related to effective programming and research effective program outcomes of treatment services to clients. Further, the position advises direction for program implementation by assessing social and economic needs of clients throughout the region so that they can accurately administer the financial activities of millions of dollars in programming. This position also implements state policies and guidelines of State and Federal Laws, Department of Health and Family Community Base Residential Facility statutes and caregiver laws, Department of Regulation and Licensing certifications, DOC Administrative Rules, DCC policies and procedures, conditions set forth in court ordered services and established contractual corrective action plans. Through collection, maintenance and evaluation of data, this position determines and evaluates contractual and programmatic performance outcomes and quality improvement plans to ensure the goals of the Department are met.

This position must have sufficient expertise and training to manage the issues inherent in the overall program design and encompass the authority to intervene as necessary around a wide range of program and client issues. Professional ethics must be adhered to in order to properly develop partnerships with contract agencies. Authority includes the ability to direct Probation & Parole Agents, financial support staff and outside contract managers and their direct service staff within their assigned regions. This position is responsible for reporting information to the Contract Specialist- Advanced for central reporting on program development and continuation of POGS to provide a seamless flow of services to clients. This position exercises significant independent discretion and judgment in the performance of assigned regional duties and management of regional POGS budgets. This position also represents their Region, and thus the Department, to outside agencies, media, legislators, county and city government, community groups, individuals and a wide range of contractors. This position provides POGS training to regional DCC staff.

Salary Information

This position is in pay schedule/range (07-03) with an annual salary of $67516 - $90396, plus excellent benefits. Pay will be set in accordance with the Compensation Plan and Wisconsin Administrative Code in effect at the time of hire. A probationary period is required.

Job Details

Applicants must be legally authorized to work in the United States (i.e. a citizen or national of the U.S., a lawful permanent resident, or an alien authorized to work in the U.S. without DOC sponsorship) at the time of application.

The Department of Corrections may conduct pre-employment drug screens. Any applicant who is offered employment in a position which requires a pre-employment drug screen must pass the screen as a contingency of employment.

The Department of Corrections will conduct criminal background checks on applicants prior to selection. Upon hire, all new DOC employees are subject to fingerprinting.

No remote work until after probationary period complete.

Qualifications

Minimally qualified applicants will have training or experience:

  • Working with evidenced based practices and principals on multi-disciplinary teams/programs. 
  • Working with organizations and programs that deliver services to community justice/supervision involved clients. 

In addition to the above, well qualified applicants will have training or experience:

  • Managing and allocating a program budget. 
  • Applying policy and program analysis techniques (e.g., research, design, data collection, quantitative analysis methods) and evaluating program effectiveness.
  • Determining training needs of staff and providing training as needed.
  • Conducting market research and assessing social and economic needs of clients to recommend procurements for program needs.

Special Requirements

Significant travel time and non-traditional hours are considerations in this position as a 'Region' may involve multiple counties of oversight with many law enforcement community advisory committees, and client programs meeting in the evening and on weekends.
