POSITION DESCRIPTION:
The Wisconsin State Fair Park (WSFP) is seeking a qualified and experienced candidate to serve as the Information Technology (IT) Infrastructure Manager. This mid-level management position works under the general direction of the Director of Information Systems.

The incumbent supports a broad array of services and participates in or leads projects from implementation to completion. This position provides the technical direction necessary to manage and maintain State Fair Park (SFP) Local Area Network/Wide Area Network/Microcomputer data systems including hardware and software servers and workstations, email systems, and data networking, and security equipment. The ability to function effectively, either independently or on a team by providing a broad array of expertise is critical.

EMPLOYMENT TYPE:
Full-Time, Permanent Position in the Unclassified Service of the State of Wisconsin.

COMPENSATION & BENEFITS:
Salary will be commensurate with experience and qualifications in alignment with the State of Wisconsin’s Compensation Plan for new hires, promotions, and transfers. As an unclassified position, this position best aligns to the pay range 07-34 for salary purposes. This position includes a comprehensive fringe benefits package, including pension, health insurance, and paid time off.

ESSENTIAL FUNCTIONS:
Provide Technical and Consulting Support and Analysis for IT Systems, including Hardware, Software, and Services :
  • Research, install, test, implement, and maintain system hardware and software
  • Maintain installed systems including systems software packages, and applications on an ongoing basis to remain at recommended release level and to resolve problems to maintain system stability
  • Use available documentation, and work with vendors or agency staff as needed for problem resolution
  • Maintain and communicate implementation schedules for the application of corrective systems maintenance
  • Help to establish and document procedures for proper security techniques that balance the need for security and accessibility of IT systems
  • Work with vendors to ensure procedures are being followed and program goals are achieved
  • Monitor IT systems utilization for performance monitoring and tuning, to make and implement recommendations
  • Maintain documentation of tuning changes made, and their effects on systems
  • Establish metrics to measure and evaluate IT system usage
  • Develop, establish, and document disaster recovery procedures
  • Meet with departments to review and understand the agency and its customer’s data needs
  • Evaluate department and/or users’ needs and make recommendations regarding planned data projects
  • Plan for, research and recommend changes to hardware and software
  • Develop bid specifications and/or obtain quotes, for the procurement of new hardware, software, and other services

Manage and Participate in IT Projects to Implement and Maintain Data and Network Infrastructure and Systems:
  • Understand and follow project management policies, procedures, and practices
  • Coordinate project support tasks with other agency staff, departments, and/or customers
  • Manage and/or participate on project teams
  • Accomplish information technology staff results by communicating job expectations, planning, monitoring, and appraising job results
  • Assist in IT strategic and operational planning to achieve business goals
  • In conjunction with IT Director, act as the IT subject matter expert for software implementation with various departments throughout SFP as needed

Perform other Activities as Directed by Management:
  • Maintain familiarity with activities and trends in the field of IT
  • Participate in the development, documentation, and implementation of IT service best practices
  • Understand and follow published IT management policies
  • Maintain awareness of agency activities, goals, objectives, priorities, and policies, which may affect or be affected by server and network systems
  • Mentor junior staff in problem identification and resolution skills, customer service skills, communications skills, project planning skills, etc.

QUALIFICATIONS:
  • Bachelor’s Degree in management information systems, computer science, or related field preferred
  • Minimum of five (5) years’ professional-level experience in information systems/technology
  • Experience with cloud storage and intranet management software
  • Previous network administration, systems architect, project management experience
  • Comprehensive knowledge of general IT concepts, principles, practices, and techniques
  • Extensive knowledge of systems management/security and network systems
  • Knowledge of and demonstrated experience with IS infrastructure hardware and software
  • Ability to analyze information, evaluate alternatives, make appropriate recommendations for strategic and enterprise solutions, and to maintain accurate and detailed records
  • Strong project development and management skills
  • Advanced problem solving skills
  • Effective written, oral and interpersonal communications skills
  • Ability to work under pressure and in a fast-paced, sometimes hectic, environment
  • Self-starter with the ability to work independently
  • Ability to lift and carry up to 50 pounds with or without accommodation

SPECIAL NOTES:
Candidate must be able to work all 11 days of the annual Wisconsin State Fair; for 2025 these dates are July 31 – August 10. Prior to appointment to this position, the candidate will be subject to a comprehensive criminal background check.
