General Job Summary:
Plan, direct, coordinate and lead activities for special projects and signal maintenance to ensure that goals, objects and all elements of the projects are accomplished within the prescribed timeframe and funding parameters.
Primary Duties and Responsibilities:
Generally, this position would be split 50% in an office environment and 50% in an outdoor construction environment. At times, this position may require limited overnight travel (At times, the position may require the employee to work in an environment that requires personal protective equipment At times, this position may work around heavy and moving machinery

Manager, Special Projects

General Job Summary:
Plan, direct, coordinate and lead activities for special projects and signal maintenance to ensure that goals, objects and all elements of the projects are accomplished within the prescribed timeframe and funding parameters.
Primary Duties and Responsibilities:
- Managing public/private projects, protect company interests, serve as liaison on City and State projects, participate in meetings and make recommendations to senior leadership based on project analysis, progress, and strategic goals.
- Plan and provide overall management of projects in terms of labor, materials, scheduling and equipment for all capital projects (outside of regular maintenance).
- Work with the Chief Engineer to ensure that contractor’s workforces are properly trained and meet all FWWR safety and operating rules requirements.
- Develop and manage flagging agreements.
- Perform on site inspection of signal maintenance projects alongside contractors to ensure quality of work meets established standards and project specifications and is within the agreed scope, budget and time frame.
- Manage signal program and signal contractor
- Work with signal contractor to make sure that all billing is correct and paid in a timely manner. Manage 3rd party billing on special projects and flagging.
- Prepare, review and develop scope of work for capital projects.
- Recognize and solve potential problems and evaluate projects/programs effectiveness.
- Maintain comprehensive and organized records for individual projects, ensuring all documentation is accurate, and accessible for audit.
- Effectively organize records in order to manage multiple projects simultaneously.
- Work with the Chief Engineer to review engineering specifications for agreement and outside entities.
- Recommend and execute pro-active risk reduction projects or efforts.
- Any other duties assigned by the Chief Engineer
- High School Diploma or GED
- Valid Texas Driver’s License
- Combination of 5 years of Civil Engineering, Commercial Construction, Project Coordination or other related fields involving infrastructure, project development, or operational oversight
- Proficient in reading, writing, speaking and understanding English.
- Proficient computer skills – QuickBooks, Word, Excel, PowerPoint
- Ability to speak effectively with customers, government officials and company personnel
- Proficient in FRA CFR 49 Part 213 Track Safety Standards
- Proficient in FRA CFR 49 Part 214 Roadway Worker Safety Standards
- Working knowledge of AREMA, FRA and state, local, federal and industry standards
- Follow safety policies and procedures; wear required personal protective equipment
- Ability to work with little/no direct supervision.
- Ability to lift up to 75 pounds occasionally.
- Bachelor’s Degree in Civil Engineering, Project Management, or a related field
- Certified in drug and alcohol testing and awareness
- Trained in investigating personal injuries, derailments or other incidents
- Proficiency with CAD software
